layout-grid-mode: char;"><strong>二、投标人资格要求 </strong></h2><p style="line-height: 150%; text-indent: 24pt; layout-grid-mode: char;">（一）投标人特定资格要求：</p><p style="line-height: 150%; text-indent: 24pt; layout-grid-mode: char;">1、投标人必须是具有独立承担民事责任能力的法人或其他组织(可采用电子证照，具备满足本项目需要的投资能力、专业技术水平的，无须提供纸质证照(如营业执照副本、资质证书副本等))；</p><p style="line-height: 150%; text-indent: 24pt; layout-grid-mode: char;">2、投标人须提供近三年度（2017年度、2018年度、2019年度）经会计事务所审计的财务审计报告；</p><p style="line-height: 150%; text-indent: 24pt; layout-grid-mode: char;">3、投标人应具备《政府采购法》第二十二条第一款规定的条件；</p><p style="line-height: 150%;
