text-indent: 2em; margin-top: 0px; margin-bottom: 0px; -ms-text-justify: inter-ideograph;">本招标项目已由公主岭市政府采购办公室以项目采购X【20210115】-0014号批准建设，建设资金为财政资金，招标人为公主岭市第六中学校 。项目已具备招标条件，现拟对该项目设计进行公开招标。<p></p></p> <h6>  二. 项目概况及招标范围<p></p></h6> <p style="text-align: justify; text-indent: 2em; margin-top: 0px; margin-bottom: 0px; -ms-text-justify: inter-ideograph;">2.1 项目名称：公主岭市第六中学校改造项目设计<p></p></p> <p style="text-align: justify; text-indent: 2em; margin-top: 0px; margin-bottom: 0px; -ms-text-justify: inter-ideograph;">2.2 招标范围：公主岭市第六中学校改造项目的初步设计、 施工图设计、后期服务。<p></p></p> <p style="text-align: justify; text-indent: 2em; margin-top: 0px; margin-bottom: 0px; -ms-text-justify: inter-ideograph;">2.3 建设地点：公主岭市铁北科贸大街117号（公主岭老一中校址），南至铁北科贸大街、东至铁北雄鹰路、西至吉林省农科院、北至吉林省农科院。<p></p></p> <p style="text-align: justify; text-indent: 2em; margin-top: 0px; margin-bottom: 0px; -ms-text-justify: inter-ideograph;">2.4 服务周期：合同签订之日起 30天内完成全部工作并提供合格的设计成果；<p></p></p> <p style="text-align: justify; text-indent: 2em; margin-top: 0px; margin-bottom: 0px; -ms-text-justify: inter-ideograph;">2.5 服务标准：符合国家及省市关于设计相关规范、标准并满足项目的合格要求。<p></p></p> <p style="text-align: justify; text-indent: 2em; margin-top: 0px; margin-bottom: 0px; -ms-text-justify: inter-ideograph;">三. 投标人资格要求<p></p></p> <p style="text-align: justify; text-indent: 2em; margin-top: 0px; margin-bottom: 0px; -ms-text-justify: inter-ideograph;">3.1 投标人须具备《政府采购法》第二十二条及《政府采购法实施条例》第十七条规定的条件；<p></p></p> <p style="text-align: justify; text-indent: 2em; margin-top: 0px; margin-bottom: 0px; -ms-text-justify: inter-ideograph;">3.2投标人须具备建设行政主管部门核发的建筑行业（建筑工程）乙级及以上资质，并在人员、设备、资金等方面具有相应的能力。<p></p></p> <p style="text-align: justify; text-indent: 2em; margin-top: 0px; margin-bottom: 0px; -ms-text-justify: inter-ideograph;">3.3项目负责人具有相关专业中级工程师职称；<p></p></p> <p style="text-align: justify; text-indent: 2em; margin-top: 0px; margin-bottom: 0px; -ms-text-justify: inter-ideograph;">3.4近三年(2017年、2018年、2019年)财务审计报告或财务报表（新成立不足三年的企业需提供自成立之日至今相关证明文件），<p></p></p> <p style="text-align: justify; text-indent: 2em; margin-top: 0px; margin-bottom: 0px; -ms-text-justify: inter-ideograph;">3.5投标人2020年1月至今连续六个月的纳税证明，依法免税的投标人，应提供相应文件证明其依法免税；<p></p></p> <p style="text-align: justify; text-indent: 2em; margin-top: 0px; margin-bottom: 0px; -ms-text-justify: inter-ideograph;">3.6投标人2020年1月至今连续六个月的社保证明。依法不需要缴纳社会保障资金的投标人，应提供相应文件证明其依法不需要缴纳社会保障资金；<p></p></p> <p style="text-align: justify; text-indent: 2em; margin-top: 0px; margin-bottom: 0px; -ms-text-justify: inter-ideograph;">3.7本次招标不接受联合体投标；<p></p></p> <p style="text-align: justify; text-indent: 2em; margin-top: 0px; margin-bottom: 0px; -ms-text-justify: inter-ideograph;">3.8拒绝列入政府禁止投标期间的企业或个人投标；<p></p></p> <p style="text-align: justify; text-indent: 2em; margin-top: 0px; margin-bottom: 0px; -ms-text-justify: inter-ideograph;">3.9参加政府采购活动前3年内（2018年-2020年）在经营活动中没有重大违法记录的书面声明；投标人不能列入失信被执行人、重大税收违法案件当事人名单、通过“信用中国”网站（www.creditchina.gov.cn）渠道查询相关信用记录的网站截图证明及政府采购严重违法失信行为记录名单；<p></p></p> <p style="text-align: justify; text-indent: 2em; margin-top: 0px; margin-bottom: 0px; -ms-text-justify: inter-ideograph;">3.10与招标人存在利害关系可能影响招标公正性的法人、其他组织或者个人，不得参加投标。单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一标段投标或者未划分标段的同一招标项目投标。违反上述前款规定的相关投标均无效；<p></p></p> <p style="text-align: justify;
