padding: 0cm; border: currentColor; border-image: none; text-align: justify; line-height: 150%; text-indent: 24pt; font-family: 宋体; font-size: 12pt; -ms-text-justify: inter-ideograph;">投标人在报名期内登录系统进行报名、下载竞争性谈判文件和其他相关资料。<p style="margin: 0cm 0cm 0pt; padding: 0cm; border: currentColor; border-image: none; text-align: justify; line-height: 150%; text-indent: 24pt; font-family: 宋体; font-size: 12pt; -ms-text-justify: inter-ideograph;">如有补疑、答疑、澄清和修改，招标人在网上澄清公告栏发布相关内容，投标人应及时上网查阅，通过系统下载最新的答疑文件，据此制作谈判申请文件。<p style="margin: 0cm 0cm 0pt; padding: 0cm; border: currentColor; border-image: none; text-align: justify; line-height: 150%; text-indent: 24.1pt; font-family: 宋体; font-size: 12pt; -ms-text-justify: inter-ideograph;">（一）投标人在交易系统中下载“谈判申请文件制作软件”，通过软件制作、生成谈判申请文件。技术问题咨询电话：<p style="margin: 0cm 0cm 0pt; padding: 0cm; border: currentColor; border-image: none; text-align: justify; line-height: 150%; text-indent: 24pt; font-family: 宋体; font-size: 12pt; -ms-text-justify: inter-ideograph;">（二）为了保障电子开评标活动正常进行，投标人在网上提交加密谈判申请文件的同时，还需提供非加密谈判申请文件电子光盘一份（谈判申请文件制作软件在生成加密谈判申请文件时，同时生成非加密谈判申请文件），电子光盘由投标人自行刻录，投标人须保证启用电子光盘时能正常读取。投标截止时间前，投标人应将密封的电子光盘现场提交。<p style="margin: 0cm 0cm 0pt; padding: 0cm; border: currentColor; border-image: none; text-align: justify; line-height: 150%; text-indent: 24pt; font-family: 宋体; font-size: 12pt; -ms-text-justify: inter-ideograph;">2、投标人选择开标现场解密的，允许解密三次，当三次解密均不成功时，根据竞争性谈判文件约定，允许导入电子光盘中未加密谈判申请文件作为补救措施（投标人必须在投标截止时间之前到达开标现场并递交电子光盘和优盘，且电子光盘优盘和网上递交的加密谈判申请文件识别码一致，否则视为放弃投标）；<p style="margin: 0cm 0cm 0pt; padding: 0cm; border: currentColor; border-image: none; text-align: justify; line-height: 150%; text-indent: 24pt; font-family: 宋体; font-size: 12pt; -ms-text-justify: inter-ideograph;">3、投标人选择远程解密的，应在开标时间开始后30分钟内完成在线解密。否则，视为其放弃投标；<p style="margin: 0cm 0cm 0pt; padding: 0cm; border: currentColor; border-image: none; text-align: justify; line-height: 150%; text-indent: 24pt; font-family: 宋体; font-size: 12pt; -ms-text-justify: inter-ideograph;">4、经检查数字证书无效的谈判申请文件；<p style="margin: 0cm 0cm 0pt; padding: 0cm; border: currentColor; border-image: none; text-align: justify; line-height: 150%; text-indent: 24pt; font-family: 宋体; font-size: 12pt; -ms-text-justify: inter-ideograph;">5、谈判申请文件未按竞争性谈判文件要求进行加密和数字证书认证的；<p style="margin: 0cm 0cm 0pt; padding: 0cm; border: currentColor; border-image: none; text-align: justify; line-height: 150%; text-indent: 24pt; font-family: 宋体; font-size: 12pt; -ms-text-justify: inter-ideograph;">6、不符合竞争性谈判文件其他要求或对电子开标活动造成不良后果的。<p style="margin: 0cm 0cm 0pt; padding: 0cm; border: currentColor; border-image: none; text-align: justify; line-height: 150%; text-indent: 24pt; font-family: 宋体; font-size: 12pt; -ms-text-justify: inter-ideograph;">（二）投标人在评标期间应保持联系畅通，接受评标委员会可能发出的质询，在规定时间内澄清。未能按时澄清的，评标委员会将视同其放弃澄清。<p style="margin: 0cm 0cm 0pt; padding: 0cm; border: currentColor; border-image: none; text-align: justify; line-height: 150%; text-indent: 24.1pt; font-family: 宋体; font-size: 12pt; -ms-text-justify: inter-ideograph;">八、意外情况的处理<p style="margin: 0cm 0cm 0pt; padding: 0cm; border: currentColor; border-image: none; text-align: justify; line-height: 150%; text-indent: 24pt; font-family: 宋体; font-size: 12pt; -ms-text-justify: inter-ideograph;">出现下列情形导致交易系统无法正常运行，或者无法保证招投标过程的公平、公正和信息安全时，除投标人责任外，其余各方当事人免责：<p style="margin: 0cm 0cm 0pt; padding: 0cm; border: currentColor; border-image: none; text-align: justify; line-height: 150%; text-indent: 24pt; font-family: 宋体; font-size: 12pt; -ms-text-justify: inter-ideograph;">（一）网络服务器发生故障而无法访问网站或无法使用网上招投标系统的； <p style="margin: 0cm 0cm 0pt; padding: 0cm; border: currentColor; border-image: none; text-align: justify; line-height: 150%; text-indent: 24pt; font-family: 宋体; font-size: 12pt; -ms-text-justify: inter-ideograph;">（二）网上招投标系统的软件或网络数据库出现错误，不能进行正常操作的；<p style="margin: 0cm 0cm 0pt; padding: 0cm; border: currentColor; border-image: none; text-align: justify; line-height: 150%; text-indent: 24pt; font-family: 宋体; font-size: 12pt; -ms-text-justify: inter-ideograph;">（三）网上招投标系统发现有安全漏洞，有潜在泄密危险的；<p style="margin: 0cm 0cm 0pt; padding: 0cm; border: currentColor; border-image: none; text-align: justify; line-height: 150%; text-indent: 24pt; font-family: 宋体; font-size: 12pt; -ms-text-justify: inter-ideograph;">（四）计算机病毒发作导致系统无法正常运行的；<p style="margin: 0cm 0cm 0pt;
