text-indent: 10.5pt; layout-grid-mode: char;"><a name="_Toc257655331"></a><a name="_Toc16070938"></a>（1）符合《中华人民共和国政府采购法》第二十二条规定；</p><p style="line-height: 150%; text-indent: 10.5pt; layout-grid-mode: char;">（2) 投标申请人须具备相关经营范围的独立法人营业资格，具备土地规划乙级及以上资质并在吉林省自然资源厅备案。投标人具有符合要求的仪器设备和办公场所，具有承担民事责任的能力，具有相应的能力和经验，具有履行合同所必需的专业技术能力；</p><p style="line-height: 150%; text-indent: 10.5pt;">（3）项目负责人应具有土地管理或土地规划专业高级工程师及以上职称，近一年在本单位连续缴纳社会养老保险缴纳证明。投标人具有符合要求的项目管理机构专业技术人员；</p><p style="line-height: 150%; text-indent: 10.5pt; layout-grid-mode: char;">（4）近三年（2017年-2019年）财务审计报告，2020年新成立公司可提供资信证明；</p><p style="line-height: 150%; text-indent: 10.5pt; layout-grid-mode: char;">（5）近半年任意三个月的企业依法缴纳税收和社会保障资金的证明材料；</p><p style="line-height: 150%; text-indent: 10.5pt; layout-grid-mode: char;">（6）投标人必须具备完善的售后服务体系；</p><p style="line-height: 150%; text-indent: 10.5pt; layout-grid-mode: char;">（7）拒绝列入政府取消投标资格记录期间的企业或个人投标，对在“信用中国”网站(www.creditchina.gov.cn)、中国政府采购网(www.ccgp.gov.cn)等渠道列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单及其他不符合《中华人民共和国政府采购法》第二十二条规定条件的供应商，不得参与政府采购活动，需提供网站信用截图并加盖公章；</p><p style="line-height: 150%;
