2、符合《中华人民共和国政府采购法》第二十二条规定条件。 3、本项目的特定资格要求:1、投标人须具备有效营业执照，应具备与本项目采购内容相关的能力，并在人员、设备、资金等方面具有相应的能力； 2、投标人应符合《医疗器械经营监督管理办法》、《医疗器械生产监督管理办法》、《体外诊断试剂注册管理办法》的规定：投标人为所投产品制造商的，投标产品属于一类医疗器械的须提供《第一类医疗器械生产备案凭证》，所投产品属于二类、三类医疗器械须提供《医疗器械生产许可证》；投标人为所投产品的经销商或代理商且所投产品属于二类医疗器械须提供《医疗器械经营许可证》、《第二类医疗器械经营备案凭证》，所投产品属于三类医疗器械须提供《医疗器械经营许可证》《医疗器械注册证》，所有证件必须在有效期内，否则资格性审查不合格；3、根据《关于在政府采购活动中查询及使用信用记录有关问题的通知》(财库[2016]125号)的规定，对被列入“失信被执行人”、“重大税收违法案件当事人名单”、“政府采购严重违法失信行为记录名单”的供应商，拒绝参与本项目政府采购活动（查询渠道：信用中国网站（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn））。4、供应商不得存在下列情形之一：①与采购人、采购代理机构存在隶属关系或者其他利害关系。②单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。5、本项目不接受联合体投标。三、获取招标文件 自本公告发布之日起5个工作日六、其他补充事宜
