style="line-height:150%;">一、项目基本情况</h2>项目编号：TSHY2021-01项目名称：新建无害化卫生厕所采购方式：竞争性谈判预算金额：***最高限价（如有）：***.00采购需求：本项目新建无害化卫生厕所760个，详见工程量清单及图纸范围内全部内容。合同履行期限：本项目不接受联合体投标。<h2 style="line-height:150%;">二、申请人的资格要求：</h2>1.满足《中华人民共和国政府采购法》第二十二条规定；2.落实政府采购政策需满足的资格要求：本次采购中涉及到的采购政策按照以下要求执行，并按照国家采购政策规定提供相应的证据、证明或声明，否则视为不享受采购政策条件，未涉及采购政策的不需要提供。（1）、根据《政府采购促进中小企业发展暂行办法》的规定，经与采购人协商确定，对小型、微型企业的产品价格给予6％的扣除，用扣除后的价格参与评审。（2）、根据《财政部、司法部关于政府采购支持监狱企业发展有关问题的通知》的规定，经与采购人协商确定，对监狱企业的产品价格给予6％的扣除，用扣除后的价格参与评审。（3）、根据《关于促进残疾人就业政府采购政策的通知》的规定，残疾人福利性单位视同小型、微型企业，给予6％的扣除，用扣除后的价格参与评审。（以上3项政策优惠不可兼享，供应商同时具备两项或三项时，只能按一项计算。）3.本项目的特定资格要求：（1）符合《中华人民共和国政府采购法》第二十二条规定的供应商资格条件，具有有效的营业执照，同时具有有效的安全生产许可证；（2）供应商应具备建设行政主管部门颁发的建筑工程施工总承包三级及以上资质，并在人员、设备、资金等方面具有相应的施工能力；（3）供应商拟派项目经理具备建筑工程专业二级及以上注册建造师执业资格，具备有效的安全生产考核合格证书（B类），且未担任其他在施建设工程项目的项目经理；（4）根据河北省财政厅转发《财政部关于在政府采购活动中查询及使用信用记录有关问题的通知》的通知（冀财采2016）28号文件的规定，采购人、代理机构在项目评审过程中对供应商信用信息进行查询，被列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单，将被拒绝参加本次采购活动。查询结果以“信用中国”网站、“中国政府采购网”网上打印页为准，查询时间在竞争性谈判公告发布时间以后。<h2
