style="line-height:150%;">二、申请人的资格要求：</h2>1.满足《中华人民共和国政府采购法》第二十二条规定；2.落实政府采购政策需满足的资格要求：促进中小企业发展、扶持监狱企业及残疾人福利性单位3.本项目的特定资格要求：符合《中华人民共和国政府采购法》第二十二条规定；落实的政府采购政策需满足的资格要求：促进中小企业发展、扶持监狱企业及残疾人福利性单位；1）具有独立的法人资格；2）具有企业法人营业执照副本、开户行许可证或提供相关备案材料或其它能够反映响应人基本账户信息(包括账户名称、账号、开户行名称等）的证明材料；3）具备建设行政主管部门核发的市政公用工程施工总承包叁级（含叁级）及以上资质，并在人员、设备、资金等方面具有相应的施工能力；4) 拟任项目经理具备市政公用工程专业二级（含）以上注册建造师执业资格及有效的安全生产考核证书（不接受临时建造师），且未担任其他在建项目证明材料（项目经理无在建项目承诺书）并应附项目经理2020年6月至今任意三个月的社保缴费证明，并加盖缴费证明专用章或其他能够证明拟委任的项目经理参加社保的有效证明材料（并加盖社保机构单位章）；5) 具备有效的安全生产许可证；6) 2020年1月至今任意一个月依法缴纳税收的相关证明材料（如依法免税或零缴纳的需提供相应证明资料)；7) 2020年1月至今任意一个月缴纳社会保障资金的相关证明材料（如依法不需要缴纳社保的，提供相应证明文件）；8) 2019或2020年度经第三方社会中介机构出具的财务审计报告或2021年1月1 日后由基本开户银行出具的银行资信证明；9)参加本次政府采购活动前三年内，在经营活动中没有重大违法记录2、供应商在“信用中国（www.creditchina.gov.cn/）”系统中未被列失信被执行人名单，在“中国河北政府采购网”未被列入政府采购严重违法失信行为记录名单（如供应商不符合以上要求，其投标将被否决，以开标当日采购人现场查询结果为准。）3、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。4、本工程不允许联合体报名。<h2
