;">易县2021-2022年农村生活水源江水置换PPP项目社会资本方采购招标项目的潜在资格预审申请人应在惠招标电子招投标交易平台及河北省公共资源交易平台（两个平台均须下载文件）领取资格预审文件，并于2021年06月23日09点00分（北京时间）前提交申请文件。<h2 style="line-height:150%;">一、项目基本情况</h2>项目编号：HBMZ-BDYX202104/ZGYS项目名称：易县2021--2022年农村生活水源江水置换PPP项目采购方式：公开招标预算金额：***最高限价（如有）：/采购需求：本项目建设地点位于易县，建设内容为：扩建城区地表水厂，新建配水站 6座，铺设水厂至配水站输水线路共计约 47.88km，铺设配水站至村配水线路共计约 182.0km，改造 58 个村村内管网，配套智能计量设施等。本项目采用建设-运营-移交（BOT）的模式，由中标社会资本与政府方出资代表在易县共同组建项目公司，易县人民政府授予项目公司该项目的经营权。在运营期内，项目公司自行承担费用、责任和风险，负责本项目的投融资、建设、运营及维护。合作期届满后，项目公司应按照《PPP 项目合同》的约定，将本项目资产无偿、完好、无债务、不设任何担保地移交给政府或其指定机构。合同履行期限：项目合作期30年（含建设期2年，运营维护期28年）本项目接受联合体投标。<h2 style="line-height:150%;">二、申请人的资格要求：</h2>1.满足《中华人民共和国政府采购法》第二十二条规定；2.落实政府采购政策需满足的资格要求：扶持小微企业，监狱企业及残疾人企业，支持节能环保政策，但非专门面向小微企业，监狱企业及残疾人企业采购的项目；3.本项目的特定资格要求：3.1.在中国境内依法注册的企业法人，且合法存续，没有处于被吊销营业执照、责令关闭或者被撤销等不良状态；3.2.最近连续三年（如投标人存续期不足3年，则为自注册之日起的所有年度，下同）每年均为盈利，且年度财务报告应当经具有法定资格的中介机构审计；财务状况良好，没有处于财产被接管、冻结、破产或其他不良状态、无重大不良资产或不良投资项目；3.3.具有不低于项目投资估算的投融资能力。3.4.商业信誉良好，在经济活动中无重大违法违规行为，近三年内财务会计资料无虚假记载、银行和税务信用评价系统或企业信用系统中无不良记录，且未被市级及以上供水主管部门取消项目所在地的投标资格或禁止进入该区域供水市场且处罚期未满的；3.5.按《政府采购促进中小企业发展管理办法》中有关规定，投标单位须承诺中小企业承担的合同金额不低于本项目合同总金额的30%，其中小微企业的比例不低于60%。3.6.本项目允许联合体投标，联合体成员数量不超过3家。联合体投标的基本要求为：（1）联合体各成员均应满足第3.1、3.2、3.4项的要求；（2）联合体总体投资融资能力（以联合体各成员合计金额为准，如联合体成员之间存在母子公司关系，则子公司数据不参与计算）满足第3.3项的要求。（3）联合体各方应按资格预审文件提供的格式签订联合体协议书，明确联合体牵头人和各方权利义务；联合体各方不得再以自己名义单独或参加其他联合体在本项目中参加资格预审，否则各相关申请文件均无效。<h2
