line-height: 20px;">1.满足《中华人民共和国政府采购法》第二十二条规定；（1）具有独立承担民事责任的能力；（2）具有良好的商业信誉和健全的财务会计制度；（3）具有履行合同所必需的设备和专业技术能力；（4）有依法缴纳税收和社会保障资金的良好记录；（5）参加政府采购活动前三年内，在经营活动中没有重大违法记录；（6）法律、行政法规规定的其他条件。 2.落实政府采购政策需满足的资格要求：（1）《政府采购促进中小企业发展暂行办法》（财库〔2020〕46号）；（2）《财政部、司法部关于政府采购支持监狱企业发展有关问题的通知》（财库〔2014〕68号）；（3）《国务院办公厅关于建立政府强制采购节能产品制度的通知》（国办发〔2007〕51号）；（4）《财政部民政部中国残疾人联合会关于促进残疾人就业政府采购政策的通知》财库〔2017〕141号；（5）《国务院办公厅关于建立政府强制采购节能产品制度的通知》（国办发〔2007〕51号），投标产品为计算机、打印机、空调、照明产品、电视机、电热水器、显示器、便器、水嘴等九大类政府强制采购的产品，必须为国家财政部、环境保护部、国家发改委等有关部门发布的《环境标志产品政府采购清单》和《节能产品政府采购清单》中的产品。 3.本项目的特定资格要求：（1）具有独立的法人资格，有效的营业执照副本原件（营业执照经营范围满足招标要求的生产厂家或代理商）。（2）法定代表人身份证明或法人代表授权委托书原件；（3）近三年（2018-2020年度）经年审的财务审计报告或财务审计报表，企业成立不足一年的提供企业成立至今的财务报表；（4）供应商如在“信用中国”网站、中国政府采购网被列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单的，将拒绝其参加本次采购活动。（5）与采购人存在利害关系可能影响招标公正性的单位，不得参加投标。单位负责人为同一人或存在控股、管理关系的不同单位，不得参加同一标段投标，否则，相关投标均无效。 </div>三、获取招标文件<div style="font-family: FangSong;
