readonly">生态环境部部长黄润秋在2021年全国生态环境保护工作会议上的工作报告要求“加强入河（海）排污口监督管理”；生态环境部关于重点流域水生态环境保护“十四五”规划的工作部署要求“十四五”期间“按照‘查、测、溯、治’的工作步骤和要求，以城市建成区及重要水体为重点，实施入河排污口排查整治”工作。根据工作安排，借鉴长江入河排污口排查整治专项行动试点工作经验，我厅选取钦江流域为全区试点，通过落实“查、测、溯、治”四项重点任务，全面摸清钦江流域入河排污口底数，形成权责清晰、监控到位、管理规范的钦江流域入河排污口监管体系，为“十四五”全区入河排污口管理工作提供经验借鉴。 由于此工作专业性较强，任务质量要求高，为确保能按时按质完成好试点工作任务目标，需要委托具备熟悉国家、自治区水污染防治政策法规、有排污口排查经验的公益事业单位承担此项工作。广西壮族自治区环境保护科学研究院（广西环科院）属于我区唯一涉及水污染防治和水环境技术管理方面的二类公益事业单位，作为该项目的承担单位，符合《关于印发全区事业单位政府购买服务改革工作实施方案的通知》（桂财综〔2017〕50号）文件精神；且广西环科院了解国家入河排污口排查相关工作要求，完成《钦州市入海排污口综合整治方案》、《钦江流域水环境承载力现状评价》、《钦州市重点流域水生态环境保护“十四五”规划要点》、《钦江流域污染防治三维地理信息系统建设》等多项工作，积累了大量的钦江流域相关工作基础及排污口排查整治工作方法，具有丰富的工作经验。符合《中华人民共和国政府采购法》第三十一条第一款“只能从唯一供应商处采购的”的规定。因此，拟申请将该项工作采用政府购买服务的方式，通过单一来源采购委托广西壮族自治区环境保护科学研究院承担。</samp>
