style="line-height:150%;">一、项目基本情况</h2>项目编号：Z1310****0332***01项目名称：廊坊市财政局***21年新增政策和项目事前绩效评估服务采购预算金额：***最高限价（如有）：***采购需求：A包：廊坊市财政局教科文科归口部门新增政策和项目事前绩效评估和教科文科重点部门绩效目标专家审核，本包组预算金额***万元；B包：廊坊市财政局经济建设科归口部门新增政策和项目事前绩效评估和经济建设科重点部门绩效目标专家审核，本包组预算金额***万元；C包：廊坊市财政局行政政法科归口部门新增政策和项目事前绩效评估和行政政法科重点部门绩效目标专家审核，本包组预算金额***万元；D包：廊坊市财政局社会保障科归口部门新增政策和项目事前绩效评估和社会保障科重点部门绩效目标专家审核，本包组预算金额***万元；E包：廊坊市财政局农业农村科、综合科、金融科归口部门新增政策和项目事前绩效评估和农业农村科、综合科、金融科重点部门绩效目标专家审核，本包组预算金额***万元；F包：部门整体绩效再评价，本包组预算金额***万元；注：本项目共6个包，每个包采购一家服务公司。（每个投标人只能针对其中一个包进行投标，不兼投不兼中。）合同履行期限：本项目***21年6月份开始，***22年2月底前完成，如遇特殊情况以具体完成时间为准。本项目不接受联合体投标。<h2 style="line-height:150%;">二、申请人的资格要求：</h2>1.满足《中华人民共和国政府采购法》第二十二条规定；2.落实政府采购政策需满足的资格要求：2.1、小型、微型企业的投标报价给予6%（工程项目为3%）的扣除，用扣除后的价格参与评审。 2.2、财政部、工业和信息化部《关于印发的通知》(财库〔******〕***号）规定,并在投标文件中附中小企业声明函，否则不予认可。 2.3、残疾人企业应符合财政部民政部中国残疾人联合会（财库〔***17〕 141 号）的规定，并在投标文件中提供残疾人福利性单位声明函，否则不予认可。 2.4、监狱企业应当提供由省级以上监狱管理局、戒毒管理局(含新疆生产建设兵团)出具的属于监狱企业的证明文件，提供原件，并在标书中附复印件，否则不予认可。投标人应对提供证明材料的真实性负责，如提供不实资料，依照《政府采购法》第七十七条第一款的规定追究法律责任。3.本项目的特定资格要求：3.1、在中国境内注册，且符合《中华人民共和国政府采购法》第二十二条对投标人的规定；3.2、按照采购法实施条例第十八条规定，单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。3.3、近一年至少3个月的缴税及社保缴纳证明；3.4、本项目不接受联合体投标。<h2
