style="line-height:150%;">二、申请人的资格要求：</h2>1.满足《中华人民共和国政府采购法》第二十二条规定；2.落实政府采购政策需满足的资格要求：落实政府采购政策需满足的资格要求：1、《中华人民共和国政府采购法》及相关法律法规；2、财政部工业和信息化部关于印发《政府采购促进中小企业发展管理办法》（财库〔2020〕46号）；3、《财政部司法部关于政府采购支持监狱企业发展有关问题的通知》（财库〔2014〕68号）；4、《财政部民政部中国残疾人联合会关于促进残疾人就业政府采购政策的通知》（财库〔2017〕141号）。3.本项目的特定资格要求：具备有效的营业执照，同时具备工程设计建筑行业（建筑工程）甲级（或以上）资质和城乡规划编制乙级（或以上）资质;项目负责人须具备国家一级注册建筑师资格，具有高级工程师或以上职称；（2）投标单位未在“信用中国”网站、中国政府采购网、中国执行信息公开网等渠道查询的信用证明文件，列入失信被执行人、重大税收违法案件当事人名单、企业异常名录、政府采购严重违法失信行为记录名单的投标人，不得参与本次政府采购活动；（3）投标人须出具近一年内任意一个月依法缴纳税收的凭据及依法缴纳社会保险的凭据；（4）投标人须提供经会计师事务所出具的2020年度的财务审计报告或银行出具的资信证明材料扫描件；（5）单位负责人为同一人或者存在直接控股、管理关系的不同投标人，不得参加同一合同项下的政府采购活动；<h2 加密的电子投标文件。未按规定时间和方式递交电子文件和电子签到的，因投标人的原因导致电子投标文件不能打开的，招标人不予受理。编制投标文件需使用企业 CA，未办理 CA 的投标人，需进行企业 CA 办理。CA
