style="line-height:150%;">一、项目基本情况</h2>项目编号：HBDS2021-ZC-030项目名称：诉讼服务中心设备预算金额：***最高限价（如有）：***采购需求：采购需求：访客系统、访客系统硬件、叫号系统、叫号系统硬件、访客、叫号系统服务器、信息发布系统等，具体参数详见采购内容及要求。供货安装期：20日历天。质量标准：符合国家及行业标准。质保期：3年合同履行期限：以签订合同为准。本项目不接受联合体投标。<h2 style="line-height:150%;">二、申请人的资格要求：</h2>1.满足《中华人民共和国政府采购法》第二十二条规定；2.落实政府采购政策需满足的资格要求：1、“财政部工业和信息化部关于印发《政府采购促进中小企业发展管理办法》（财库﹝2020﹞46 号）”，本项目专门面向中小微企业采购； 2、《财政部、民政部、中国残疾人联合会关于促进残疾人就业政府采购政策的通知》（财库【2017】141号）； 3、《财政部、司法部关于政府采购支持监狱企业发展有关问题的通知》（财库【2014】68号）； 4、符合《中华人民共和国政府采购法》、《中华人民共和国政府采购法实施条例》及相关法律法规的规定。3.本项目的特定资格要求：符合《中华人民共和国政府采购法》第二十二条的规定，具有良好的商业信誉和健全的财务会计制度,具有履行合同所必需的设备和专业技术能力,具有依法缴纳税收和社会保障资金的良好记录，并具备以下条件： 1、具有有效的营业执照，并在人员、设备、资金等方面具有承担本项目的能力；2、与采购人存在利害关系可能影响招标公正性的法人、其他组织或者个人，不得参加此次采购活动；3、参加本次政府采购活动前三年内，在经营活动中没有重大违法记录;4、采购人、采购代理机构通过“信用中国”网站（www.creditchina.gov.cn）、“中国执行信息公开网”（http://zxgk.court.gov.cn/）和“中国政府采购网”（www.ccgp.gov.cn)查询相关主体信用记录，若投标人存在不良记录（包含：失信被执行人名单、企业经营异常名录、重大税收违法案件当事人名单、政府采购严重违法失信名单），则不允许参加本项目采购活动，投标人无需提供查询截图，由采购人、采购代理机构评标现场查询；5、本项目不接受联合体投标。<h2
