style="line-height:150%;">二、申请人的资格要求：</h2>1.满足《中华人民共和国政府采购法》第二十二条规定；2.落实政府采购政策需满足的资格要求：节约能源、保护环境、扶持残疾人福利性单位、支持监狱企业发展、促进中小企业发展。3.本项目的特定资格要求：要求具有建设行政主管部门颁发的工程造价咨询甲级资质，并在人员、资金等方面具备相应的能力；本次招标不接受联合体投标；单位负责人为同一人或者存在直接控股、管理关系的不同投标人，不得参加同一合同项下的政府采购活动。<h2 style="line-height:150%;">四、提交投标文件截止时间、开标时间和地点</h2>2021年06月21日14点30分（北京时间）地点：定兴县公共资源交易中心第一开标室。本项目采用全流程电子招投标，不邀请投标人到现场，投标人应当准时登录网上虚拟大厅参与开标。<h2 style="line-height:150%;">五、公告期限</h2>自本公告发布之日起5个工作日。<h2 style="line-height:150%;">十、其他补充事宜</h2>1、投标人需先在河北省公共资源交易平台进行注册登记，如已完成注册的无需再次注册。未注册登记的主体单位，请按照“河北省公共资源交易平台”“通知公告”中“保定市公共资源交易中心关于市场主体登记注册的通知”的要求办理相关手续。注册登记完成后市场主体从河北省公共资源交易平台“系统登录入口”选择对应身份登录，在“电子交易系统”下选择“保定市”，打开【业务管理-交易文件下载】菜单中搜索计划参与项目，并从系统中直接下载招标文件（必须在系统中获取），下载成功则视为报名参与成功。具体操作可参考“河北省公共资源交易信息平台”（网址：http://www.hebpr.cn/）中的《投标人投标操作手册》技术支持电话：40******00。投标单位请随时关注平台，如本项目有信息变动，投标单位延误自行负责。 2、本项目投标文件中涉及相关证书、证件、证明、报告书等文件规定开评标现场提供原件的资料均不再要求提供原件，以投标人在截止时间前通过河北省公共资源交易服务平台递交的电子投标文件中所附相关资料为评审依据，各投标人应对其电子响应文件中所附相关资料的真实性、有效性负责，弄虚作假，骗取中标的，中标无效，给招标人造成损失的，依法承担赔偿责任；构成犯罪的，依法追究刑事责任。 3、河北省公共资源交易服务平台中市场主体在企业资质、法人、业绩、企业基本账户等重要信息发生变更时，应在投标确认前及时对河北省公共资源交易服务平台中主体信息进行修改更新，并选择审核地点，携带证明材料进行修改确认，否则视为无效变更。投标确认后至交易项目结束前，限制修改企业名称、企业基本账户信息，如特殊原因造成信息变化的，及时向河北省公共资源交易中心提交证明资料，未及时变更或资料无效从而影响响应的，责任自负。<h2
