style="line-height:150%;">二、申请人的资格要求：</h2>1.满足《中华人民共和国政府采购法》第二十二条规定；2.落实政府采购政策需满足的资格要求：本项目属于专门面向中小企业采购的项目,供应商应为中小企业、监狱企业、残疾人福利性单位3.本项目的特定资格要求：1.符合《政府采购法》第二十二条规定；2.供应商须具备独立企业法人资格,具有工商行政管理部门核发的有效企业法人营业执照；3.本次招标要求供应商须具备行政主管部门颁发的建筑工程施工总承包叁级及以上资质，并具备有效的安全生产许可证，并在人员、设备、资金等方面具有承担本工程施工的能力；4.供应商拟任项目经理须具备建筑工程专业贰级及以上注册建造师执业资格，并具有安全生产考核合格证（B类），且未在其它在建项目担任项目经理职务；5.提供2020年度经第三方审计的财务审计报告或银行出具的资信证明，资信证明由基本开户行出具；6.2021年1月至今任意一个月依法缴纳税收和社保的证明材料；7.提供参加政府采购活动近三年内，在经营活动中没有重大违法记录的声明（格式自拟）8.供应商须为未被列入“信用中国”网站(www.creditchina.gov.cn)失信被执行人、重大税收违法案件当事人名单及中国政府采购网(www.ccgp.gov.cn)政府采购严重违法失信行为记录名单；9.本次磋商不接受联合体资格申请。<h2 style="line-height:150%;">七、其他补充事宜</h2>1、有意向的单位需在河北省公共资源交易服务平台上进行市场主体注册，注册成功后方可获取本项目文件。若因投标单位原因获取文件不成功，后果自负。已完成注册的，无需再次注册。本项目采用全流程电子招投标，各供应商请按照“河北省公共资源交易平台”（网址：http://www.hebpr.cn/）首页“信息动态”中“招标代理机构及供应商进行注册登记的通知”的要求办理相关市场主体注册手续，并办理数字证书（CA），办理CA秘钥在保定市公共资源交易中心大厅CA 窗口，咨询电话40******00。完成注册并办理CA后供应商凭CA秘钥登录电子交易系统自行下载所参加项目的采购文件和时间场地信息文件，采购文件格式（.bdzf）。在“保定市公共资源交易综合信息平台”中【业务管理-交易文件下载】菜单中搜索计划参与项目，并从系统中直接下载招标文件（必须在系统中获取），下载成功则视为报名参与成功。若经开标现场查验投标单位未在网上下载招标文件，该单位将不能进入评审阶段，后果自负。具体操作可参考“河北省公共资源交易信息平台”（网址：
