style="line-height:150%;">一、项目基本情况</h2>项目编号：HBKT-2021-004项目名称：县域村庄布局规划项目预算金额：***最高限价（如有）：***采购需求：阜城县县域村庄布局规划（详见招标文件）合同履行期限：自合同签订后2个月内完成（按上级要求）本项目不接受联合体投标。<h2 style="line-height:150%;">二、申请人的资格要求：</h2>1.满足《中华人民共和国政府采购法》第二十二条规定；2.落实政府采购政策需满足的资格要求：1、根据政府采购法、政府采购法实施条例、政府采购促进中、小企业发展管理办法、关于印发《政府采购促进中小企业发展管理办法》的通知(财库〔2020〕46号) 对提供符合关于印发《政府采购促进中小企业发展管理办法》的通知要求的中、小企业声明函的小微企业报价给予6%的扣除，用扣除后的价格参加评审。2、投标人须具有独立的法人资格，并且营业范围须包含本项目服务内容；3、投标人须具备城乡规划编制乙级及以上资质；项目负责人须具有注册城乡规划师资格证书，并提供半年内任意三个月的社保缴纳证明；4、投标人须提供近半年内任意三个月依法缴纳税收的证明；5、投标人须提供近三年（任意一年）年度财务审计报告；6、供应商未被列入国家信息中心“信用中国”失信被执行人名单、重大税收违法案件当事人名单和政府采购严重违法失信名单；7、须提供近三年无重大违法记录承诺书；8、本项目不接受联合体投标。（注：单位负责人为同一人或者存在控股、管理关系的不同单位，或同一母公司的子公司，不得同时参加本项目投标。）3.本项目的特定资格要求：无<h2 尚未完成市场主体网上注册的供应商，请登录衡水市公共资源交易信息平台网站及时进行网上注册。编制投标文件需使用企业 CA，未办理 CA 的投标人，需进行企业 CA 办理。CA 办理有一定周期，请及时办理以免影响本项目投标。 3.投标人应及时在阜城县公共资源交易管理系统（网址
