font-weight: bolder;">三、投标人资格要求</p><p style="line-height: 1.5em; text-indent: 2em; font-size: 14px; font-weight: normal;" contenteditable="true">001 第一标段: 3.1 投标人须是中华人民共和国境内合法注册具有独立法人资格；3.2投标人须具有建设行政主管部门颁发水利水电工程施工总承包叁级及以上资质。 投标人须具备有效的营业执照并在人员、设备、资金等方面具有相应的施工能力，企业信誉、财务状况良好，无不良记录。3.3投标人拟派项目经理须具备相关专业贰级以上（含贰级）注册建造师执业资格，具备有效的安全生产考核合格B证，且未担任其他在建工程的项目经理； 3.4单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时参加本项目投标。 3.5在“信用中国”网站相关主体失信被执行人无不良记录；</p><p style="line-height: 1.5em;
