text-indent: 21pt;">本项目不接受联合体投标。</p><p style="line-height: 150%; text-indent: 21pt;">二、申请人的资格要求：</p><p style="line-height: 150%; text-indent: 21pt;">1.满足《中华人民共和国政府采购法》第二十二条规定；</p><p style="line-height: 150%; text-indent: 21pt;">2.落实政府采购政策需满足的资格要求：不属于专门面向中小企业采购的项目。</p><p style="line-height: 150%; text-indent: 21pt;">3.本项目的特定资格要求：潜在投标人须具有独立法人资格，持有工商行政管理部门核发的有效营业执照，近三年（2018年-2020年）具有类似项目业绩至少一项，在人员、设备、资金等方面具有相应的服务能力。财务状况良好，具有近三年（2018年至2020年）经会计师事务所或审计机构审计的财务审计报告（2021年新成立的公司可提供资信证明）。</p><p style="line-height: 150%; text-indent: 21pt;">4.本次招标严禁转包、违法分包，严禁各类形式的资质挂靠。</p><p style="line-height: 150%; text-indent: 21pt;">5.拒绝列入政府取消投标资格记录期间的企业或个人投标。</p><p style="line-height: 150%; text-indent: 21pt;">6.根据《关于在政府采购活动中查询及使用信用记录有关问题的通知》(财库[2016]125号)的规定，采购人、采购代理机构将通过“信用中国”网站（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）等渠道查询相关主体信用记录。对列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单及其他不符合《中华人民共和国政府采购法》第二十二条规定条件的投标人，将拒绝其参与政府采购活动。在近三年（2018年1月1日至2020年12月31日）内投标人未在“中国裁判文书网”(wenshu.court.gov.cn)上有行贿犯罪行为。</p><p style="line-height: 150%; text-indent: 21pt;">7.为采购项目提供整体设计、规范编制或者项目管理、检测等服务的投标人，不得参加本采购项目。投标人为采购人、采购代理机构在确定采购需求、编制招标文件过程中提供咨询论证，其提供的咨询论证意见成为招标文件中规定的投标人资格条件、技术服务商务要求、评审因素和标准、政府采购合同等实质性内容条款的，视同为采购项目提供规范编制。</p><p style="line-height: 150%;
