12月18日颁布的《政府采购促进中小企业发展管理办法》（财库【2020】46 号）第五条规定***对小、微企业予以价格评分适当优惠。若供应商为小型或微型企业者***必须提供《中小企业声明函》***其参与评分的投标报价取值按投标报价的94%计（即按投标报价扣除6%后计算。小型、微型企业提供中型企业制造的货物的***视同为中型企业）（2）根据《财政部司法部关于政府采购支持监狱企业发展有关问题的通知》（财库〔2014〕68号）对满足价格扣除条件且在投标文件中提交了省级以上监狱管理局、戒毒管理局（含新疆生产建设兵团）出具的属于监狱企业的证明文件的投标人***其投标报价扣除 6%后参与评审。（3）根据《三部门联合发布关于促进残疾人就业政府采购政策的通知》（财库〔2017〕141号）及宁夏回族自治区财政厅、宁夏回族自治区残疾人联合会联合发布《自治区财政厅残疾人联合会关于政府采购支持残疾人就业有关问题的通知》（宁财（采）发[2020] 545 号）文件的规定***对满足价格扣除条件且在投标文件中提交了《投标人企业类型声明函》、《残疾人福利性单位声明函》证明文件的投标人***其投标报价扣除10%后参与评审。（4）凡在宁夏回族自治区境内注册的中小微企业***不分政府采购项目的资金性质（含财政性资金和单位自有资金）、不分合同金额***在取得政府采购中标通知书及合同后***均可按照《宁夏回族自治区政府采购合同线上信用融资管理暂行办法》（宁财规发【2019】8号）的通知办理融资业务”。注：（1）对于同时属于小微企业、监狱企业、残疾人福利性单位的***不重复享受政策***其投标价格给予的价格扣除按较高比例扣除。（2）本项目不允许分支机构参加投标***但银行、保险、石油石化、电力、电信允许分支机构在总公司对本项目授权后可参加投标。 <strong>3.本项目的特定资格要求</strong>：（1）营业执照（2）法定代表人资格证明(非法人参加的投标人必须提供法定代表人授权委托书)（3）需提供“信用中国”网站（www.creditchina.gov.cn）和“中国政府采购网”（www.ccgp.gov.cn）查询信用记录（提供以上两个网站查询页面截图并加盖公章***查询时间为投标截止时间10 日内***页面中的处罚日期不允许设置起始时间）***且无不良信用；在投标截止时间前***被“信用中国”网站列入失信被执行人和重大税收违法案件当事人名单的、被“中国政府采购网”网站列入政府采购严重违法失信行为记录名单（处罚期限尚未届满的）***不得参与本次招投标活动（开标当天由代理机构登录该网站查询信用记录）；（4）2021年1月至今中任意一个月依法纳税、医疗保险、养老保险的缴纳证明材料。 </p>
