text-align: justify; line-height: 1.5; text-indent: 21pt; -ms-text-autospace: ideograph-numeric; -ms-text-justify: inter-ideograph; mso-pagination: widow-orphan;">供应商因疫情防控无法到达现场参与开标的可以授权（供应商出具授权书）采购人所在地纪委监察部门或公证机构指定人员在法定时间内参加本次开评标活动，通过邮递方式将电子CA数字证书（标明公司名称、联系人及电话号码）邮递至其委托人，采购人指定的接收联系人：刘先生电话：1393****001；邮寄地址：唐河县新春街1219号。开标时投标供应商需指派本项目法人委托人在线（电话或现场视频）进行CA数字证书解密投标文件，若开标现场CA数字证书因技术故障不能解密投标文件等突发事件，投标无效。 <p align="justify" class="p" style="margin: 15pt; text-align: justify; line-height: 1.5; text-indent: 21pt; -ms-text-autospace: ideograph-numeric; -ms-text-justify: inter-ideograph; mso-pagination: widow-orphan;">（3）采购人、供应商、代理机构、行政监督部门、评标专家等进入公共资源交易中心场地必须佩戴口罩，自觉接受防疫工作人员安排，进行体温检测、身份验证、健康证明和行程迹监测，不符合疫情防控要求的一律不得进入公共资源交易场所；以上进场工作人员不得有刻意隐瞒和谎报漏报行为，否则将依法追究其法律责任；各交易主体人员进入交易场所后应按照中心指定区域候标和开展工作，严禁随意活动。 <p align="justify" class="p" style="margin: 15pt; text-align: justify; line-height: 1.5; text-indent: 21pt; -ms-text-autospace: ideograph-numeric; -ms-text-justify: inter-ideograph; mso-pagination: widow-orphan;">潜在供应商在南阳市公共资源交易中心办理CA数字证书，在南阳市交易平台诚信库进行登记注册，验证通过后可直接运用CA证书登录唐河县公共资源交易中心网站（www.thggzy.cn）诚信库会员系统进行网上下载采购文件。唐河县公共资源交易平台与南阳市公共资源交易平台诚信库系统互认共享、CA数字证书互认共享，首次参加唐河公共资源交易项目的供应商需在唐河县交易平台进行网上CA数字证书激活和网上进行诚信会员库供应商基本信息、基本账户验证。因未按照本公告规定办理入库和CA数字证书导致无法下载采购文件的，交易平台不承担责任。 <p align="justify" class="p" style="margin: 15pt;
