号）、《宁夏回族自治区政府采购促进中小企业发展管理办法实施细则》（宁财规发〔2021〕2号）；（2）《财政部、司法部关于政府采购支持监狱企业发展有关问题的通知》（财库 〔2014〕68 号）；（3）《民政部、财政部、中国残疾人联合会关于促进残疾人就业政府采购政策的通知》（财库〔2017〕141 号）、《自治区财政厅残疾人联合会关于政府采购支持残疾人就业有关问题的通知》（宁财（采）发〔2020〕545 号）；（4）本项目为专门面向中小企业采购，拒绝大型企业参与。 </p> <p align="left" style="text-indent:30px;"> <strong>3.本项目的特定资格要求</strong>：（1）投标人营业执照、税务登记证、组织机构代码证（三证合一只提供营业执照）；（2）法定代表人授权书原件及被授权人身份证复印件（法定代表人直接投标可不提供，但须提供法定代表人身份证明）；（3）提供省级及以上国家保密局颁发的《国家秘密载体印制资质》乙级及以上资质（资质类别“涉密档案数字化加工”），外地企业如项目中标后需在宁夏国家保密局进行备案登记；（4）提供省级以上国家档案局/馆备案登记证明（5）投标人在中国政府采购网被列入政府采购严重违法失信行为记录名单，或在“信用中国”网站被列入失信被执行人、重大税收违法案件当事人名单，以及存在《中华人民共和国政府采购法实施条例》第十九条规定的行政处罚记录，投标将被认定为投标无效。如无法查询的行政事业单位或自然人等可不提供。（6）投标保证承诺书；（7）具有良好的商业信誉和健全的财务会计制度承诺书；（8）依法缴纳税收和社会保障资金承诺书；（9）参加政府采购活动前三年内，在经营活动中没有重大违法记录承诺书。
