font-family: 宋体;">投标文件提取完成，经招标人或代理机构确认开始解密环节，系统提示投标人在招标文件规定的时间内自行解密其经加密的电子投标文件。</span></p> <p style="margin: 0cm 0cm 0pt; text-align: justify; line-height: 12***%; text-indent: 21pt; font-family: " times new roman font-size: char inter-ideograph><span style="line-height: 12***%; font-family: 宋体;">在规定的时间内投标人未成功解密投标文件的处理方式：①对因故不能解密的，经投标人申请，可以采取导入由相应投标人提供的不加密的电子投标文件（光盘备份）作为补救措施；②对因电子招投标系统原因造成的未解密情况，投标人又未提供不加密的电子投标文件（光盘备份）作为补救措施的，视为投标人撤回投标文件；③对因投标人原因造成的未解密情况，视为投标人撤销投标文件。</span></p> <p style="margin: 0cm 0cm 0pt;
