<div class="epoint-article-content" id="mainContent"> 成渝地区双城经济圈川渝高竹新区制造产业园及配套基础设施建设项目（L4-E、L3-E、K线、B东延长线道路及配套工程）勘察设计（第二次）招标公告 <h2 style="line-height: 23pt; margin-top: 5pt; margin-bottom: 5pt; mso-line-height-rule: exactly;">1. 招标条件</h2> 本招标项目成渝地区双城经济圈川渝高竹新区制造产业园及配套基础设施建设项目（L4-E、L3-E、K线、B东延长线道路及配套工程）已批准建设，项目业主为四川高竹工程建设有限公司，建设资金来自业主自筹，项目出资比例为100%，招标人为川渝高竹新区开发建设集团有限公司。项目已具备招标条件，现对该项目的勘察设计进行公开招标。 <h2 style="line-height: 23pt; margin-top: 5pt; margin-bottom: 5pt; mso-line-height-rule: exactly;">2. 项目概况与招标范围</h2> 2.1 建设地点：川渝高竹新区L4-E道路、L3-E道路、K线道路、B东延长线道路。 2.2 项目概况与建设规模：项目四条道路均位于高竹新区范围内。川渝高竹新区L4-E道路及配套工程项目建设内容主要为800m道路工程（标准路幅宽度36m）、双向六车道、电气工程（电力、通信、照明）、排水工程、给水工程、交通工程、绿化工程等；川渝高竹新区L3-E道路及配套工程（暂定名）项目建设内容主要为750m道路及附属工程（标准路幅宽度26m）、电气工程（电力、通信、照明）、排水工程、给水工程、燃气工程预留管位、交通工程、绿化工程等；川渝高竹新区K线道路及配套工程（暂定名）项目建设内容主要为1km道路工程（标准路幅宽度26m，双向四车道）、电气工程（电力、通信、照明）、排水工程、给水工程、交通工程、绿化工程等；川渝高竹新区B东延长线道路及配套工程（暂定名）项目建设内容主要长约400m市政道路（标准路幅宽度26m，双向四车道）、电气工程（电力、通信、照明）、排水工程、给水工程、交通工程、绿化工程等。总投资约15000万元。 2.3 ☑本次招标项目工程投资估算金额：15000万元。 ☑本次招标项目合同估算金额：213.9万元。 2.4 招标范围：包含本项目地形图测量、地质勘察、项目初步设计（含方案设计）、概算文件，施工图设计等相关勘察设计工作，并协助招标人完成本项目勘察设计相关的各项审批手续办理（中标后，勘察方案需经过招标人审批同意后方可实施）以及协助招标人办理工程各阶段的其他相关手续。 2.5 勘察设计服务期限：服务期限为50日历天，该周期主要是指实施勘察设计所需的正常时间，不包括施工全过程至项目竣工验收的勘察设计配合及服务等工作所需时间，因非中标人原因导致勘察设计工作延迟，周期顺延。 2.6 标段划分（如有）： / 2.7 其他： / <h2 style="line-height: 23pt; margin-top: 5pt; margin-bottom: 5pt; mso-line-height-rule: exactly;">3. 投标人资格要求</h2> 3.1 本次招标要求投标人须具备以下条件： 3.1.1 本次招标要求投标人具备的资质条件： 投标人应同时具有建设行政主管部门颁发的下列勘察和设计两类资质： I、投标人应具备下列勘察资质之一： ①工程勘察综合甲级资质； ②工程勘察专业类（岩土工程、工程测量）甲级资质。 II、投标人应具备下列设计资质之一： ①工程设计综合甲级资质。 ②具备建设行政主管部门颁发的工程设计市政行业甲级资质； ③具备建设行政主管部门颁发的工程设计市政（燃气工程、轨道交通工程除外）行业甲级资质。 3.1.2 本次招标要求投标人具备的业绩条件： 投标截止日前5年，指投标人在 2017 年1月1日起至投标截止日止（以设计成果文件备案或批复或审查时间为准）完成的单个合同总长2公里以上的市政道路勘察设计的业绩至少1个。 3.1.3 投标人还应在人员、设备、资金等方面具有相应的勘察设计能力，详见招标文件第二章投标人须知前附表第1.4.1项内容。 3.2 本次招标不接受联合体投标。 <h2 style="line-height: 23pt; margin-top: 5pt; margin-bottom: 5pt; mso-line-height-rule: exactly;">4. 招标文件的获取</h2> 4.1 凡有意参加投标者，请于2022年3月30日起，在重庆市公共资源交易网（www.cqggzy.com）下载招标文件、答疑、补遗、招标控制价等开标前的有关资料，不管下载与否都视为潜在投标人全部知晓有关招投标过程和全部内容。 4.2 投标人可在重庆市公共资源交易网（www.cqggzy.com）本项目招标公告网页下方“我要提问”栏提出疑问，提问时间从本公告发布至2022年4月4日10时00分（北京时间）前。 4.3 招标人应于2022年4月6日18时00分（北京时间）前在重庆市公共资源交易网（www.cqggzy.com）发布澄清或修改。 <h2 style="line-height: 23pt;
