0;">特定资格条件：①供应商为具有独立承担民事责任能力的法人或其他组织或自然人，并出具营业执照（事业法人证）或证明文件或自然人的身份证明；②提供2020年度经审计的财务审计报告（至少包括审计报告、资产负债表和利润表,成立时间至提交首次响应文件截止时间不足一年的可提供成立后任意时段的资产负债表）或开标前六个月内其基本账户开户银行出具的针对本项目的资信证明（附开户许可证）或政府采购信用担保机构出具的投标担保函；③投标供应商应具备建设行政部门核发的公路工程施工总承包三级及以上资质或市政公用工程施工总承包三级（含三级）及其以上资质，安全生产许可证，项目负责人应具备相应工程专业二级注册建造师资格、具有有效的安全考核合格证（B证），无在建工程；④具有依法缴纳税收和社会保障资金的良好记录：提供开标前六个月内任意一个月的税收及社保缴纳证明（若为依法免税或免缴的供应商应提供相关证明文件）；⑤出具参加本次投标前三年内，在经营活动中没有重大违法记录的书面声明；⑥通过“信用中国”网站(www.creditchina.gov.cn)、中国政府采购网(www.ccgp.gov.cn)？等查询相关主体信用记录（不得为“信用中国”网站中列入失信被执行人和重大税收违法案件当事人名单，不得为中国政府采购网政府采购严重违法失信行为记录名单中被财政部门禁止参加政府采购活动），截止时点为磋商文件发售起至投标响应文件递交截止时间止（提供查询结果网页清晰截图并加盖供应商公章）；⑦单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时参加本采购项目投标。违反规定的，其投标均无效</p>
