</strong><strong>投标人资格要求</strong></p><p style="margin-right:10.5pt;line-height:19.0pt;layout-grid-mode:char;">（1）本次招标要求投标人具备国家建设行政主管部门颁发的且在有效期内的建筑工程施工总承包三级（含）以上资质，具有有效的营业执照、有效的《安全生产许可证》；并在人员、设备、资金等方面具有承担本项目施工的能力，且无外资、港澳台背景。</p><p style="margin-right:10.5pt;line-height:19.0pt;layout-grid-mode:char;">（2）信誉要求：投标人未处于财产被接管、冻结、破产状态，未处于四川省行政区域内有关行政处罚期间和投标禁入期，未被最高人民法院在“信用中国”网站（www.creditchina.gov.cn）或各级信用信息共享平台中列入失信被执行人名单或被国家安全监管总局列入安全生产不良记录“黑名单”或被工商行政管理机关在全国企业信用信息公示系统中列入严重违法失信企业名单或被招标人及招标人上级主管部门列入黑名单、限制投标的潜在投标人。近三年投标人及其法定代表人无行贿犯罪记录。</p><p style="margin-right:10.5pt;line-height:19.0pt;layout-grid-mode:char;">（3）财务要求：（近三年：2018年-2020年或2019年-2021年）。提供近三年经会计事务所或审计机构审计的财务报表，三年累计无亏损。</p><p style="margin-right:10.5pt;line-height:19.0pt;layout-grid-mode:char;">（4）业绩要求：近年（2019年1月1日以来）不少于3个类似工程施工业绩（类似工程指的是1000平方米及以上的建筑工程施工或维修加固项目）。需提供中标通知书（非国家投资项目可不提供中标通知书）、合同协议书和竣工验收报告复印件；类似工程业绩的合同或竣工验收报告无法体现出所要求的建设规模或技术指标，则投标人还需提供项目业主盖章确认的其建设规模或技术指标或类似工程业绩时间的证明材料。</p><p style="margin-right:10.5pt;text-indent:28.45pt;line-height:19.0pt;layout-grid-mode:char;"><strong>（5）项目经理资格：具有二级（含）以上注册建造师证书（建筑工程或市政工程专业），具备有效的安全生产考核合格 B 证。</strong></p><p style="margin-right:10.5pt;line-height:19.0pt;layout-grid-mode:char;">项目经理业绩要求：在近年（2019年1月1日以来）内承担过至少1项类似工程施工管理业绩（类似工程指的是1000平方米及以上的建筑工程施工或维修加固项目）。需提供中标通知书（非国家投资项目可不提供中标通知书）、合同协议书和竣工验收报告复印件；类似工程业绩的合同或竣工验收报告无法体现出所要求的建设规模或技术指标，则投标人还需提供项目业主盖章确认的其建设规模或技术指标或类似工程业绩时间的证明材料，上述材料中有一份能体现其为项目经理即可。</p><p
