25px"> <p>1.请于规定时间内持 CA 认证锁前往宁夏公共资源交易平台，通过 CA 认证的方式进行网上报名，报名成功后，按系统提示在线下载招标文件。2.未在规定时间内按以上程序进行网上报名登记及下载招标文件的供应商，投标一律不予接收。3.宁夏公共资源交易管理平台系统实行 CA 锁认证安全登录管理，办理 CA 锁业务请拔打4008600271按1键咨询西部安全认证中心有限责任公司；有关平台操作事宜，请拨打4009980000按3键咨询江苏国泰新点软件有限公司。4.本项目采用网上“不见面开标”方式，投标人开标时可不到开标现场，通过网上在线参与开标，完成在线签到、远程投标文件解密。签到、解密要求： ①投标人须在提交投标文件截止时间前 1 小时内前往“宁夏不见面开标大厅”系统在线签到，未签到视为放弃本次投标。②投标人使用 CA 锁进行远程解密，解密的 CA 锁与生成加密电子投标文件时的 CA 锁须为同一个 CA 锁，否则无法解密，造成的后果由投标人自行负责。③投标文件递交截止时间后根据系统提示，在规定的时间内进行解密（解密时间 40
