<p>本项目( 不接受  )联合体投标。</p> <p><strong>二、申请人的资格要求：</strong></p> <p>1.满足《中华人民共和国政府采购法》第二十二条规定；</p> <p>2.落实政府采购政策需满足的资格要求：</p><p>进口产品，适用于（无）。节能产品，适用于（包：1），按照“关于印发节能产品政府采购品目清单的通知”（财库〔2019〕19号）执行。环境标志产品，适用于（包：1），按照“关于印发环境标志产品政府采购品目清单的通知”（财库〔2019〕18号）执行。信息安全产品，适用于（包：1）。小型、微型企业符合财政部、工信部文件（财库〔2020〕46号），适用于（包：1）。监狱企业，适用于（包：1）。促进残疾人就业 ，适用于（包：1）。信用记录，适用于（包：1），按照下列规定执行：① 信用记录查询的截止时点：信用记录查询的截止时点为本项目投标截止时间当日；② 信用记录查询渠道：“信用中国”网站（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）；③ 信用记录的查询及证据留存的具体方式：由资格审查小组通过上述信用信息查询渠道查询供应商的信用记录，并将查询结果打印后随招标文件一并存档；④ 信用信息的使用：资格审查小组将对投标人信用记录进行甄别，对存在不良信用记录（包含列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单及其他不符合《中华人 民共和国政府采购法》第二十二条规定条件）的投标人，将认定其资格审查不合格；⑤ 本项目不要求投标人在其投标文件中提供信用记录查询结果（但投标人应在参加采购活动前查询并了解本投标人的信用记录情况）。若投标人自行提供查询结果的，仍以资格审查小组查询结果为准；⑥本招标文件文件其他章节有关信用记录查询使用的内容与本章内容不一致的，以本章的内容为准。</p> <p>3.本项目的特定资格要求：明细 描述落实政府采购政策的证明材料（专门面向中小企业采购） 本项目为专门面向中小微企业的采购。投标人提供的采购标的应符合以下要求：（1）投标人提供的所有采购标的均为中小企业、个体工商户制造的货物（承建的工程、承接的服务），并在投标文件中提供《中小企业声明函》；（2）投标人为监狱企业，提供本单位制造的货物、本单位承建的工程、本单位承接的服务，并在投标文件中提供投标人属于监狱企业的证明文件；（3）投标人为残疾人福利性单位，提供本单位制造的货物、承担的工程或者服务，或者提供其他残疾人福利性单位制造的货物，并在投标文件中提供《残疾人福利性单位声明函》的。投标人应按招标文件附件的格式提供证明材料。附：采购标的对应的中小企业划分标准所属行业为 物业管理。小型、微型企业在报价评审阶段不再享受价格扣除政策优惠。关于“财务状况报告”、“依法缴纳税收证明材料”及“依法缴纳社会保障资金证明材料”的补充说明 （1）投标人上一年度的财务报告尚未完成编制且投标截止时间在1月1日至6月30日的，可提供2020年或2021年的年度财务报告； （2）根据闽财购〔2020〕11号文的规定，因疫情影响享受缓缴或免缴社保资金、税款的企业，无法提供相关社保、税收缴纳证明材料的，提供有关情况说明视同社保、税收缴纳证明材料提交完整； </p> <p><strong>三、获取招标文件</strong></p> <p>时间：2022年05月30日
