font-size: 16pt">1、投标项目经理应当与投标申请时一致（投标单位在资格审查送审文件递交截止之前，可进入系统对原申请时的项目经理进行更改，但更改后的项目经理必须与资格审查送审文件和投标文件中的项目经理一致。采用资格预审的，资格预审合格的投标人如需更改项目经理，应按招标文件的规定办理变更手续后，再对原项目经理进行更改），如不一致，相关投标均无效，评标委员会应当否决其投标或中标资格。 2、2016年5月1日（含）后进行招标的房屋建筑和市政基础设施工程项目，按“营改增”调整后的计价依据编制招标控制价进行招标；2016年4月30日（含）前发布了招标文件且按照营业税模式编制招标控制价的，但尚未开标的建设工程，建设单位应当按照“营改增”调整后的计价依据重新编制招标控制价。未按要求调整，造成无法开标或投标文件无法导入，各当事人承担相关责任。 3、本项目采用“不见面开标”系统开标。各投标企业的法定代表人或授权委托代理人无需到开标现场参与本项目开标活动，但要能熟练的操作新点系统，因业务不熟悉而导致的一切后果由投标企业自行承担。 4、在投标截止时间前，各投标人必须进入江西省公共资源交易网-不见面开标大厅进行线上签到，否则无法进入后续的开标环节。如投标人未在投标截止时间前在线签到，按废标处理。 5、各投标人应在投标有效期内随时关注网站上本工程的补充文件、通知等文件下载通知，招标人不另行通知。 6、在开标过程中，投标人对重大偏差裁定有异议的，可将异议内容以书面形式提出并加盖单位公章后扫描上传至本项目不见面开标大厅‘开标异议文字提问’栏中，经评标委员会裁定申辩理由成立，恢复其投标资格后，影响到有关数据或投标人排序时，应返回到相应的节点，调整数据或排序，并重新评审，但现场随机抽取的β值和μ值不得更改。 7、投标企业应仔细阅读“不见面开标大厅-投标人操作手册”，如有疑问请联系新点工作人员，联系电话：400-998-0000。 8、本项目采用“不见面开标”系统开标。各投标企业的法定代表人或授权委托代理人无需到开标现场参与本项目开标活动，投标人只需按招标文件要求上传投标文件，无需提供各类证书、材料原件和纸质版标书。 9、本工程不接受受到景德镇市建设行政主管部门依法作出的行政处罚决定中明确限制了投标人投标资格期限内的投标企业参加投标。 10、建筑工程施工合同版本采用 GF-2017-0201。 11、投标人或者其他厉害关系人对本次招标投标活动有异议及需要投诉的严格按照赣建招[2017]13号文件执行。 12、本项目实行《关于全省房屋建筑和市政基础设施工程招标投标试行运用建筑施工企业信用评价结果的通知》（赣建字〔2021〕11 号）文件，采用房建市政工程合理低价法（运用信用评价结果）：[采用合理低价法评标时，投标单位最后综合得分由企业信用信息评价得分和报价得分两项组成，建筑施工企业信用信息评价得分占比 10%，即：综合得分（四舍五入保留小数点后两位）= 信用信息评价得分 * 10% + 报价得分 * 90%。投标单位报价得分依据合理低价法评审结果的排名计分，分差为1分，即：第一名得100分、第二名得99分、第三名得98分。按照合理低价法开评标程序确定合理低价前三名投标人后，招标人（招标代理机构）根据“江西住建云？建筑施工企业信用信息评价系统”公布的信用信息评价结果，当场计算出投标单位综合得分，综合得分最高的为中标人或第一中标候选人，得分第二的为第二中标候选人，得分第三的为第三中标候选人。综合得 分有相同的，以信用信息评价得分高的排序在前。如再出现信用信息评价得分也相同，则采取随机抽取方式确定中标人或中标排序人]，招标文件评标办法相关条款与赣建字〔2021〕11号文通知不一致的内容以赣建字〔2021〕11号文通知为准。</span> </td> </tr> <tr> <td align="center" colspan="6"> <span style="font-family: 黑体;
