 )联合体投标。</p> <p><strong>二、申请人的资格要求：</strong></p> <p>1.满足《中华人民共和国政府采购法》第二十二条规定；</p> <p>2.落实政府采购政策需满足的资格要求：</p><p>根据财政部、工业和信息化部关于《政府采购促进中小企业发展管理办法(财库〔2020〕46号)、财政部文件《关于促进残疾人就业政府采购政策的通知》(财库【2017】141号)及财政部司法部《财政部 司法部关于政府采购支持监狱企业发展有关问题的通知书》(财库【2014】68号)的要求，对于非专门面对中小微企业、残疾人福利性单位及监狱企业的项目，对小型和微型型企业、残疾人福利性单位和监狱企业产品的价格给予3％-5％的扣除，用扣除后的价格参与评审，本项目具体扣除比例为3％。(对于同时属于小型和微型企业、残疾人福利性单位和监狱企业的，不重复享受政策)，用扣除后的价格参与评审，受政策优惠的小型、微型供应商按《关于印发《政府采购促进中小企业发法》的通知》(财库〔2020〕46号)规定，供应商须提供《中小企业声明函》或“残疾人福利性单位声明函”。监狱企业参加政府采购活动时，应当提供由省级以上监狱管理局、戒毒管理局(含新疆生产建设兵团)出具的属于监狱企业的证明文件。</p><p> </p> <p>3.本项目的特定资格要求：3.1 在中华人民共和国境内注册,具有独立承担民事责任能力的独立法人资格；3.2 符合《中华人民共和国政府采购法》第二十二条规定的各项条件；3.3 在中国执行信息公开网（http://zxgk.court.gov.cn/）、“信用中国”网站（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）没有列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单的投标人。3.4 其他要求：3.4.1 营业执照(副本），在有效期内。3.4.2 具有建筑机电安装工程专业承包叁级及以上资质、建筑装修装饰工程专业承包贰级及以上资质。3.4.3 具有安全生产许可证。3.4.4 具有良好的商业信誉和健全的财务会计制度（须提供2022年任意1个月的财务报表或上年度财务审计报告复印件加盖公章；未满年度要求新成立的企业，以企业成立时间至投标截止时间为准，成立不足一年提供近6个月的财务报表）；3.4.5 具有依法缴纳税收和社会保障资金的良好记录（提供开标截止任意一个月的纳税证明和社保缴费记录证明复印件加盖公章）；3.4.6 单位法定代表人为同一人或者存在直接控股、管理关系的不同投标人，不得参加同一包号投标或者未划分包号的同一招标项目投标（投标人出具声明函）； 3.4.7 符合法律、行政法规规定的其他条件 ；3.4.8 本项目不接受联合体投标.</p>
