</div> </div> </div> <p>3.本项目的特定资格要求：</p><div class="innercontent u-content"> <div> <p>合同包1(计量业务一体化智慧管理平台软件采购项目)特定资格要求如下:</p> <div style="margin-left: 32px;"> <p class="u-content" style="text-indent: 0;">（1）、供应商须具备独立承担民事责任能力的法人或其他组织，并出具合法有效的营业执照或事业单位法人证书等国家规定的相关证明；（2）、税收缴纳证明：提供供应商2021年6月至今至少1个月已缴纳任意时段完税凭证或税务机关开具的完税证明（任意税种）；依法免税的应提供相关文件证明；？？（3）、财务要求：经会计事务所或审计机构出具的财务审计报告2020年度或2021年度财务审计报告；成立时间至提交响应文件截止时间不足一年的提供其基本账户开户银行出具的资信证明及基本账户开户许可证；（4）、社会保障资金缴纳证明：提供2021年6月至今至少1个月的已缴纳的社会保障资金缴存单据或社保机构开具的社会保险参保缴费情况证明。依法不需要缴纳社会保障资金的供应商应提供相关文件证明；（5）、书面声明：参加本次政府采购活动前三年内在经营活动中没有重大违纪的书面声明；（6）、提供具有履行合同所必需的设备和专业技术能力的证明资料或承诺书；（格式自拟）（7）、供应商不得为“信用中国”网站（www.creditchina.gov.cn）中列入失信被执行人和重大税收违法案件当事人名单的供应商，不得为中国政府采购网（www.ccgp.gov.cn）政府采购严重违法失信行为记录名单中被财政部门禁止参加政府采购活动的供应商；附网页截图及信用中国报告加盖供应商公章（鲜章）为准（查询日期为从公告之日起至投标截止日前）（8）、单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动。</p>
