text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="font-family: 黑体; font-size: 21px; font-weight: normal;"><span style="font-family: 黑体;">三、投标人资格要求</span></span></p><p style="text-align: justify; line-height: 37px; text-indent: 43px; -ms-text-autospace: ideograph-numeric; -ms-text-justify: inter-ideograph;"><span style="font-family: 仿宋_GB2312; font-size: 21px;"><span style="font-family: 宋体;">合格的投标人应属于在中华人民共和国境内依法设立的国有商业银行、股份制商业银行、邮政储蓄银行、城市商业银行、农村商业银行及政策性银行，并符合以下条件：</span></span></p><p style="line-height: 37px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="font-family: 宋体;"><span style="font-size: 21px;">（一）</span><span style="font-size: 21px;">在</span><span style="font-size: 21px;">绍兴市越城区范围内设有分支机构</span><span style="font-size: 21px;">；</span></span></p><p style="line-height: 37px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="font-family: 宋体;"><span style="font-size: 21px;">（二）</span><span style="color: #000000; font-size: 21px;">在绍兴越城区范围内</span><span style="font-size: 21px;">依法开展经营活动，</span><span style="font-size: 21px;">内部管理机制健全，具有较强的风险控制能力，</span><span style="font-size: 21px;">近3年内在经营活动中无重大违法违规记录</span><span style="font-size: 21px;">、</span><span style="font-size: 21px;">未发生金融风险</span><span style="font-size: 21px;">及重大违约事件。</span></span></p><p style="line-height: 37px; text-indent: 43px; -ms-text-autospace: ideograph-numeric;"><span style="font-family: 宋体;"><span style="font-size: 21px;">（三）</span><span style="font-size: 21px;">纳入监管评级的银行，</span><span style="font-size: 21px;">人民银行上年度综合评价应达到B级及以上，不纳入人民银行评级范围的银行不受此限制；</span><span style="font-size: 21px;">对地方经济有特殊贡献的可适当放宽，但须持市政府批文。</span></span></p><p style="line-height: 37px;
