2、标包划分：本项目共划分三个标包，投标人可就本项目全部标包进行投标，但最多只允许中标一 个标包。3、服务期限：合同签订后，以实际发生天数为准，项目总预算***万元用完为止（如中标人服务过 程中不符合采购人要求，采购人可随时终止合同，并顺延下一名中标候选人为采购人提供后续配送服务 ）。4、在项目评审结束后，由采购人及评审专家代表组成实地考察小组,结合投标文件应答内容对每标 包前三名中标候选人进行实地考察。考察内容包含配餐企业的经营场所、服务人员、配送车辆、设备、 设施、卫生环境等。评审排名不作为授予合同的唯一标准；考察结果如与被考察人投标文件所载信息不 符，将取消其中标候选人资格。</td> <td>1、早餐、午餐、晚餐配餐标准： （1）早餐：需提供包含粥类、发酵性面制品、现煮鸡蛋、热菜、预包装鲜奶等在内的30种单品； 工作人员根据上述餐食内容选择6种作为每日的具体配餐安排； （2）午餐和晚餐：需提供包含14主荤、14副荤、14素菜共42种菜品；工作人员根据上述餐食内容 选择2荤2素作为每日的具体配餐安排，同时另配米饭、面食2款，时令水果若干；午餐配餐标准和质量 要求高于晚餐，具体以合同实施为准。 （3）除三餐常规配餐标准外，还应根据各隔离点特殊人群的具体情况配备儿童餐、回民餐、无糖餐 等。注：投标人投标时针对自家的服务方案须提供正常成人餐、儿童餐（以 注 8岁儿童为例）、回民餐至 岁 少三套 少 14天的带量食谱，并标注每款菜品主、辅料名称、用量及所占比例。 天 2、投标人必须安排专人、专车及时配送；装卸、送货及运输安全等方面产生的费用由中标人承担。 3、投标人营业场所需满足为采购人提供及时、高效送餐服务的要求。同时考虑疫情突发及封闭隔离等不 确定因素发生的情况，仍能保证配餐服务的时间、质量要求。 4、对所供应食品的质量、安全、卫生等提供佐证材料并作出相应承诺，能够提供配餐上门服务并开具正 规增值税发票。 5、投标人必须保证食品营养、安全、卫生，严格保证食品温度，保证食品及时、准确供应。 6、具有完整的产品来源证明材料，中标人应制定并严格执行食品原料进货查验与登记制度，留存购物凭 证，以保证所采购的食品原料安全。 7、送达地址：以哈尔滨市道外区疫情指挥部选用的集中隔离医学观察场所指定地址为准。 8、配送器具和车辆必须消毒达到卫生标准要求，所有器皿和包装材料必须符合卫生标准。 9、每餐配送到现场时，必须按照每人每份分装好。 10、为满足疫情特殊情况发生时配餐服务得到充分保障，中标人为采购人的日供餐能力需达到4000人 次以上。 11、中标人须对每餐次所配送的食品样品进行留样；每个品种留样量不少于125克，在冷藏条件下保存 48小时；若发生疑似或认定为食品安全事故的，中标人应当配合政府相关部门的调查，并依法进行妥善 处置。12、投标人应严格执行《餐饮服务食品安全操作规范》的标准进行配餐服务。采购人有权对配送供应企 业进行监督，确保配餐服务及时、安全、规范。如出现违反采购人要求的情况，采购人可随时终止合同 ，并顺延下一名中标候选人为采购人提供后续配送服务。 三、其他要求 三1、投标人应具有较强的疫情防控能力，有切实可行的疫情防控措施，并严格执行行业主管（监管）部门 关于疫情防控的相关要求，保证实施服务期间避免新冠病毒传播；投标人须在投标文件中针对服务期内 新型冠状病毒防疫工作在组织、人员、设备、物资等方面提出全面、可行、符合本项目实际需求的防控 预案。 2. 付款方式: 无任何质量及其他违约情况，采购人方可付款，具体付款方式以与采购人最终签订合同为 准。3、合同履行期限：合同签订后，以实际发生天数为准，项目总预算***万元用完为止（如中标人服务过 程中不符合采购人要求，采购人可随时终止合同，并顺延下一名中标候选人为采购人提供后续配送服务 ）。4、履约合同期满前，采购人不定期绩效考核投标人服务内容，如向采购人供应下列商品（产品），投标
