text-justify: inter-ideograph;">2、<strong>采购项目的特定资格条件：</strong></p><p style="text-align: left; line-height: 150%; text-indent: 31.5pt;">2.1 企业具有独立法人资格并依法取得有效的企业营业执照，湖南省外企业须按照湘建建【2015】190号文件要求办理省外入湘企业基本情况登记（以“湖南省住房和城乡建设信息网”查询为准）；</p><p style="margin: 1em 0px 6pt 0pt; text-indent: 10.5pt;">2.2 具备建设行政主管部门颁发的建筑工程施工总承包叁级（含三级）及以上资质，安全生产许可证处于有效期；并在人员、设备、资金等方面具备相应的施工能力。</p><p style="text-align: left; line-height: 150%; text-indent: 10.5pt;">2.3 拟派项目负责人必须具有建筑工程专业（贰级及以上）注册建造师执业资格及有效的B类安全生产考核合格证书，其证书注册单位与承包人一致，且为投标单位正式职工，无在建项目；</p><p style="text-align: left; line-height: 150%; text-indent: 10.5pt;">2.4施工项目部关键岗位人员数量不得低于湘建建[2015]57号文规定的最低配备标准，即至少包括（项目负责人 1人、施工员 1人、安全员 1人）；施工项目部关键岗位人员不得同时在二个及二个以上的建设工程项目中任职。</p><p align="justify" style="text-align: justify; line-height: 24pt; text-indent: 21pt; text-autospace: ideograph-numeric; text-justify: inter-ideograph;">3、单位负责人为同一人或者存在直接控股、管理关系的不同投标人，不得参加同一合同项下的政府采购活动。</p><p align="justify" style="text-align: justify; line-height: 24pt; text-indent: 21pt; text-autospace: ideograph-numeric; text-justify: inter-ideograph;">4<strong>、</strong>为本采购项目提供整体设计、规范编制或者项目管理、监理、检测等服务的，不得再参加此项目的其他政府采购采购活动。</p><p align="justify" style="text-align: justify;
