style="text-indent:30px;"> <strong>1.满足《中华人民共和国政府采购法》第二十二条规定</strong>； </p> <p align="left" style="text-indent:30px;"> <strong>2.落实政府采购政策需满足的资格要求</strong>：（1）根据财政部发布的《政府采购促进中小企业发展管理办法》（财库 （2020）46号）及《宁夏回族自治区政府采购促进中小企业发展管理办法实施细则》（宁财规发〔2021） 2号）规定；（2）《财政部、司法部关于政府采购支持监狱企业发展有关问题的通知》（财库〔2014〕68号）；（3）《民政部、财政部、中国残疾人联合会关于促进残疾人就业政府采购政策的通知》（财库〔2017〕141号）；（4）《国务院办公厅关于建立政府强制采购节能产品制度的通知》（国办发〔2007〕51号）；（5）《财政部、国家环保总局关于环境标志产品政府采购实施的意见》（财库[2006]90号）；（6）《财政部办公厅关于政府采购进口产品管理有关问题的通知》（财办库[2008]248号）；（7）为支持和促进中小微企业发展，进一步发挥政府采购政策功能和金融基础设施的服务作用，推进政府采购制度创新与诚信体系建设，促进我区经济发展，经自治区财政厅与人民银行银川中心支行共同研究，制定了《宁夏回族自治区本级政府采购合同线上信用融资试点工作方案》（宁财（采）发[2017]682号），采购合同涉及融资贷款事宜的，供应商可咨询相关融资金融机构。 </p> <p align="left" style="text-indent:30px;"> <strong>3.本项目的特定资格要求</strong>：（1）提供有效的营业执照、税务登记证、组织机构代码证或三证合一的营业执照；（2）法定代表人授权委托书及被授权人身份证(如法定代表人参加投标，需提供法定代表人身份证)；（3）具有良好商业信誉和健全的财务会计制度；（4）依法缴纳税收和社会保障资金的良好记录；（5）参加采购活动前三年内在经营活动中没有重大违法记录；（6）未被列入“信用中国”网站、中国政府采购网违法、失信记录的投标企业。对列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单的，将会被拒绝参加此项目投标；（此项由采购代理机构开标当天在信用中国、中国政府采购网上查询结果为准）。（7）本项目专门面向中小企业采购，供应商需出具《中小企业声明函》。
