<td>欠缴非税收入矿业权清理是通过摸清欠缴底数和金额，制定涉及行政处罚矿业权的处置规程，并在充分遵照现行法律法规和部门规章的前提下，提出分类处置意见，推动分类处置工作。目前初步来看，我省欠缴非税收入的矿业权数量和金额均尚不明确，对欠缴非税收入矿业权的处置工作推进力度不够，因此在现阶段，推动我省欠缴非税收入矿业权的清理十分必要，其不仅关系矿产资源非税收入能否顺利划转，也关系到采购人能否顺利完成多次审计相关问题的整改。</td> <td>合同签订后一年内完成。</td> <td>1.更新矿业权基本情况。依据前期矿业权梳理的初步成果，对全省矿业权基本情况进行更新，掌握全省有效矿业权基本情况和履行义务情况，重点摸底拐点坐标存疑或不一致、欠缴非税收入的矿业权，形成矿业权清理台账； 2.对实际拐点坐标与证载拐点坐标可能不一致的矿业权，开展现场核查。复核矿业权已开展的测量工作成果，对未开展拐点坐标测量的矿山，开展测量工作，形成书面核查意见（不少于30个）； 3.随机抽查不少于50个矿山开展实地检查，重点检查矿业权清理台账内容与矿山实际情况，包过矿山名称、有效期起止时间、矿山履行法定义务情况等，同步抽查矿山拐点坐标对应界桩等； 4.根据省厅信息化平台建设相关要求，收集、整理、录入全省有效矿业权（不少于3000个）相关登记审批数据信息。 5.提出省级登记矿业权行政处罚相关政策措施建议，协助相关部门推进分类矿业权处置工作。</td> <td class="alignright">***</td> </tr> </tbody> </table> </div>
