line-height: 30px; margin-top: 0px; margin-bottom: 0px; white-space: normal;"> <span style="text-indent: 32px; font-family: " microsoft yahei> <strong style="margin: 0px; padding: 0px 5px 0px 0px;">       3.1.1</strong>资质要求：1、投标人须具备承担和实施本项目相应的的人员、设备、资金等方面的能力，有能力提供本次招标项目及所要求的服务；2、具有独立法人资格，投标人须具备工程设计水利行业乙级及以上资质证书；有效的营业执照或事业单位法人证书；3、项目负责人须为本单位在职人员，须具备高级专业技术职称证书或注册证书及养老保险手续；4、本次招标要求投标人未被列入国家信息中心“信用中国”网站“失信被执行人”、“企业经营异常名录”、“税收违法黑名单”；以“信用中国”网站上查询结果为准；5、投标人具有良好的商业信誉和健全的财务会计制度,需提供2021年企业会计师事务所出具的财务审计报告（企业注册不足1年提供银行出具的资信证明材料）；6、提供近一年内任意三个月的社保缴纳证明；7、提供近一年内任意三个月的依法缴纳税收的相关证明；8、本项目不接受联合体投标,中标后不得分包转包。注：本次招标实行资格后审，资格审查的具体要求见招标文件。资格后审不合格的投标人投标文件将按无效文件处理。<br> </span> </p> <p style="padding: 0px;
