padding: 0px 5px 0px 0px;">      2.1</strong> 项目概况：1建设地点：隆尧经济开发区兴业路以南、泜水街以西。2建设规模：项目总占地123.79亩，总建筑面积71703平方米，建设有综合办公楼8050平方米、车间63420平方米、公厕42平方米、门卫66平方米、消防泵房125平方米，以及道路硬化、绿化、给排水、消防、供配电等其他设施。标段划分：1标段为2#厂房及4#厂房建设；2标段为3#厂房及5#厂房建设；3标段为1#厂房、综合楼、门卫、公厕、消防泵房及室外工程建设。3计划工期：签订合同后365天内完工。4质量标准：竣工验收合格（达到《工程施工质量验收规范》标准）。</p> <p style="padding: 0px; line-height: 30px; margin-top: 0px; margin-bottom: 0px; white-space: normal;"> <span style="text-indent: 32px; font-family: " microsoft yahei> <strong style="margin: 0px; padding: 0px 5px 0px 0px;">       3.1.1</strong>资质要求：3.1投标人须具备独立法人资格。3.2建设行政主管部门颁发的建筑工程施工总承包叁级及以上资质且具有有效的安全生产许可证，并在人员、设备、资金等方面具有相应的施工能力。3.3投标人拟派的项目经理须具备建筑工程专业贰级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在施建设工程项目的项目经理。3.4投标单位没有违章查处和限制投标的情形，近一年无不良记录，评标时由评标专家对投标企业是否有不良记录上网查询：(1)未处于财产被接管、冻结、破产状态，未处于河北省行政区域内有关行政处罚期间；投标人未被“信用中国”网站(www.creditchina.gov.cn)列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信名单；未被“中国政府采购网”（www.ccgp.gov.cn）列为政府采购严重违法失信行为记录名单（2）河北省住房和城乡建设厅（严重失信名单）http://zfcxjst.hebei.gov.cn/。（3）在隆尧县区域内受过处罚的投标单位及已经确认处罚正在执行阶段的投标单位均不得参与本项目投标，投标文件中需附未受过处罚的承诺书，如虚假提供的应承担相应的法律责任。3.5与招标人存在利害关系可能影响招标公正性的法人、其他组织或者个人、不得投标，提供与招标人无利害关系承诺书。3.6本次招标不接受联合体投标。3.7潜在投标人均可参与“河北隆尧经济开发区装备制造科创园基础配套设施项目-施工”各标段投标，为保证工程质量和施工进度，只能中标一个标段，投标人参与多个标段投标时，若已在一个标段中中标，仍可参与后续标段的评审，但不再推荐此单位为整个项目后续标段的中标候选人。<br> </span> </p> <h3 class="tit" style="margin: 0px;
