font-size: 16pt">1、本项目采用“不见面开标”系统开标，投标企业不需要到场参加开标会，具体操作详见招标文件的其他材料里的附件：“不见面开标”注意事项； 2、招标公告中的“法定代表人证书”改为“法定代表人身份证”；3、本工程要求各投标企业组建项目工程部，项目部需配备建造师及施工员、质量员、材料员、专职安全员各一名。施工员、质量员、材料员均应具有有效的岗位证书或培训合格证书，专职安全员需提供C类安全生产考核合格证书，其中施工员、质量员专业应为市政专业。 4、社保证明：拟派建造师、施工员、质量员、材料员和专职安全员需提供本单位为其缴纳的社保证明。社保证明的时限为连续近6个月(指开标前6个月，不含开标当月)，因受疫情影响，社保不齐全的应提供相关资料证明。因工作单位变更不足6个月的，以证书中的变更时间为准，补交无效；5、根据《关于启用江西住建云平台省外建设工程企业进赣信息登记管理系统的通知》（赣建审批〔2020〕4号）、《关于房屋市政工程施工电子招投标活动中省公共资源交易平台对接共享江西住建云平台信息数据的通知》（赣建城镇〔2021〕19 号）规定，省外建设工程施工企业须提供“江西住建云平台”（http://zjy.jxjst.gov.cn）网站登记，且提供登记有效的查询结果截屏并需要加盖投标单位公章。参与本项目投标的拟派的注册建造师和四大员应在省外进赣企业信息公示中可以查询，且提供登记有效的查询结果截屏复印件并加盖投标单位公章；6、根据吉市管办字【2018】4号文件通知，投标人应当将通过“信用中国”网站的查询结果加盖单位公章在投标文件中体现，其查询记录截图时间为开标截止时间前7日内有效。未提供上述规定的查询结果或经查询被“信用中国”网站列入失信主体的，不得参与投标活动。7、本工程不接受联合体投标。8、根据吉市管办字【2020】1号“关于疫情防控期间精简工程项目开标评标流程的通知”：①参加开评标活动的招标人代表、招标代理从业人员、评标专家等有关人员应当佩戴口罩，携带居民身份证及《开评标人员健康信息登记表》(详见附表，招标人代表、招标代理从业人员还需加盖所在单位公章，评标专家在开标现场填写)并接受交易中心人员入场的检测，《开评标人员健康信息登记表》由交易中心保存备查。②进入开标现场后人员应自觉保持合理间隔距离。③评标委员会成员原则上随机抽取专家库中本地专家。评标专家应自觉做好个人防护且保持合理间隔距离,依据法律法规及招标文件独立完成评审。9、本项目采用“远程异地”评标系统评标。10本项目实行《关于全省房屋建筑和市政基础设施工程招标投标试行运用建筑施工企业信用评价结果的通知》（赣建字 〔2022〕11号）文件，采用房建市政工程报价承诺法（运用信用评价结果）。11、本工程招标公告与招标文件内容不一致时，一律以招标文件为准。</span> </td> </tr> <tr> <td align="center" colspan="6"> <span style="font-family: 黑体;
