underline;">张家口下花园辛邦扶农开发有限公司</span> ，建设资金来自 <span style="text-decoration: underline;">财政衔接资金</span> 出资比例为 <span style="text-decoration: underline;">100%</span> ，招标人为 <span style="text-decoration: underline;">张家口下花园辛邦扶农开发有限公司</span> 。项目已具备招标条件，现对该项目进行公开招标。 </p> <p></p> <h4>2.项目概况与招标范围</h4> <p> <strong>2.1</strong> 项目概况： <span style="text-decoration: underline;">1、招标项目名称：农副产品猪小肠加工处理项目 2、项目编号：QLZB2022-004 3、建设规模及内容：占用郭家庄村现有标准化建设场地，建设猪小肠加工处理基地，购买猪肝素生产专用洗脱罐及配套污水处理设备；(具体内容详见招标文件） 4、交货地点：下花园辛庄子乡郭家庄村供货及安装； 5、交货期：设备自合同签订之日起60日历天内完成供货且安装调试完毕，质保期一年； 6、质量标准：应达到国家现行的有关标准； 7、标段划分：一个； <p></p> <p> <strong>3.1</strong> 本次招标对投标人的资格要求如下:</p> <p></p> <p id="zzyq"> <label>3.1.1资质要求:<span style="text-decoration: underline;">具有履行合同所必需的设备和专业技术能力</span> </label> <label>3.1.2财务要求:<span style="text-decoration: underline;">提供由会计事务所出具的2021年度财务审计报告或2022年7月1日以后基本账户银行出具的资信证明</span> </label> <label>3.1.3信誉要求:<span style="text-decoration: underline;">投标人在“信用中国”网站（www.creditchina.gov.cn）未被列入“失信被执行人”、“重大税收违法失信主体”和“经营异常名录”（附网站查询下载打印页或截图并加盖投标单位公章，最终以招标人或代理机构现场查询结果作为评审依据）</span> </label> <label>3.1.4其他要求:<span style="text-decoration: underline;">1、中国境内注册，具有独立法人资格，依照《中华人民共和国公司法》登记注册的且依法取得工商行政管理部门颁发的企业法人《营业执照》，在中华人民共和国境内依法注册,具有独立承担民事责任能力；基本账户开户许可证；根据中国人民银行关于取消企业银行账户许可的通知(银发(201941号)，对于不再核发基本账户开户许可证的试点地区的响应人可不提供基本账户开户许可证，但应提供相关备案材料或其它能够反映响应人基本账户信息(包括账户名称、账号、开户行名称等）的证明材料。 2、与招标人存在利害关系可能影响招标公正性的法人、其他组织和个人，不能参加投标；单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一标段投标或者未划分标段的同一招标项目的投标。</span> </label> </p> <p></p> <p> <strong>3.2</strong> 本次招标 <span style="text-decoration:
