font-size: 16pt">其他要求</span> </td> <td colspan="5" style="width:80%;"> <span lang="EN-US" style="font-family: 黑体; font-size: 16pt">（1）业绩要求：投标人自开标之日前（含开标之日）60个月内（以竣工验收备案表或竣工验收报告中的时间为准）承担过单项合同金额大于或等于6500万元市政道路工程。 1）业绩证明材料须提供以下五种中任选三种证明材料：①中标通知书或直接发包告知书②施工合同③施工许可证④竣工验收备案表或竣工验收报告（必备）⑤施工图；以上所提供材料须完全体现业绩要求，否则视为资审不合格。 2）业绩证明材料（不接受非官方网站上公示的项目）须提供加盖投标人公章和法人章的查询路径及网页截图：投标人提供2009年1月1日以后江西省内工程项目中标业绩的，其业绩应当在“江西住建云----住建大数据----项目数据----（检索拟查询业绩名称）----项目活动----招投标或施工许可“或者”江西住建云-----住建大数据----中标数据（从原中标信息管理系统业绩中迁移出），可以查询到的数据信息业绩。提供外省工程项目业绩的，应当是在外省省级住房和城乡建设行政主管部门或者省级建设工程招投标监督机构官方网站上可以查询到的，投标企业提供的企业业绩在所要求网站不可查询的视为未提供企业业绩，投标人在资格审查送审文件中应提供业绩查询路径。 （2）本项目采用“不见面开标”系统开标，投标企业不需要到场参加开标会，现场环节全部转为不见面开标系统线上操作。 （3）本项目采用“远程异地”评标系统评标，评标委员会共设置 5 人，其中主场设置2人（技术类专家1人，经济类专家1人），副场设置3人（技术类专家2人，经济类专家1人）。因不见面开标大厅设置在主场，原则上评标委员会组长由各评标专家推选主场评标专家中的一员担任。 （4）本项目实行《关于全省房屋建筑和市 政基础设施工程招标投标试行运用建筑施 工企业信用评价结果的通知》（赣建字 〔2022〕11号）文件，采用房建市政工程报价承诺法（运用信用评价结果） （5）在投标截止时间前，各投标人必须在不见面开标系统页面进行在线签到，否则无法进入后续的开标环节。如投标人未在投标截止时间前在线签到，按自动放弃处理。 （6）各投标企业的法定代表委托人必须是投标企业本单位职工，并且能够熟练的操作新点系统，因业务不熟悉而导致的一切后果由投标企业自行承担。一个项目只能有一个委托代理人，授权委托人在项目开标期间必须保持在线状态。 （7）投标人对开标过程和中标结果有异议的，可将异议内容以书面形式提出并加盖单位公章后扫描上传至本项目不见面开标大厅“开标异议文字提问”栏中。 （8）意外情况的处理：开标场所出现下列情形导致系统无法正常运行，或者无法保证交易过程的公平、公正和信息安全时，招标人、招标代理机构、交易中心免责：①所涉开标项目电子服务、交易系统服务器发生故障而无法访问网站或无法使用系统；②所涉开标项目电子服务、交易系统的软件或网络数据库出现错误，不能进行操作；③系统存在安全漏洞，有潜在的涉密危险；④运行服务器病毒发作导致系统无法正常运行的；⑤电力系统发生故障导致交易系统无法运行的；⑥其他不可抗力（地震、洪水等）原因导致开标活动无法正常进行的。 出现上述所列情形，不能及时解决的，应由项目实施主体和交易中心及时进行协商。可以采取以下办法处理：（一）系统或网络故障在三小时内能排除的，项目不暂停开标，三小时内系统恢复运行后继续实施开标。（二）系统或网络故障在三个小时内未能排除的，项目暂停开标，并在吉安市公共资源交易网、吉安市招标投标网发布暂停通告，待系统恢复后另行通知开标。 （9）投标企业应仔细阅读吉安不见面开标大厅-投标人操作手册，如有疑问请联系新点工作人员，联系电话：400-998-0000。</span> </td> </tr> <tr> <td align="center" colspan="6"> <span style="font-family: 黑体;
