line-height: normal; text-indent: 2em;"><span style='font-size: 16px; font-family: 微软雅黑, "Microsoft YaHei";'>采用单一来源采购方式的原因及说明：<span style="font-family: inherit" class="bookmark-item uuid-1650510518976 code-applyReason editDisable addContent multi-line-text-input-box-cls readonly">根据最高人民法院提出无纸化办公办案的新审判新模式，从而对数字科技法庭的智能化功能提出新的要求。2015年至2020年我院投资建设的38套数字科技法庭。其中经合理评估有31套存在升级为智慧法庭的条件。因此我院于2021年投入了约306万元对31套数字法庭进行升级改造。但余下的7套数字科技法庭由于建设时间过早和长期使作，一部份已经不能正常使用处于停用状态；一部份因过于存旧，不存在升级可能。因此我院党组结合工作实际，经过认真研究分析决定，对余下的确有必要新建的4个审判法庭进行“智慧法庭”建设。<br>但由于我院从建设数字法庭到2021年升级改造“智慧法庭”，都是使用的北京华夏电通科技股份有限公司的产品。从2014年的数字法庭到再到2021年智慧法庭，总投入已经约800多万元。目前已经建设好的“智慧法庭”系统的各项功能均已经投入使用。若本次新建设的3个“智慧法庭”采用面向社会公开招标的方式，有可能会造成资金的大量浪费，同时为了支撑新的3个“智慧法庭”的运行，也有可能需要重新投入大量的资金搭建新的“智慧法庭”系统后台，又是另一种资金的浪费与重复投入。<br>虽然全国范围内，可做“智慧法庭”的厂家或公司不只一家，但是新增的3个“智慧法庭”设备，从资金投入、使用效能等方面综合考虑，采用单一来源的方式采购北京华夏电通科技股份有限公司品牌的“智慧法庭”系统是最优最合理的方案。 <br> 因此为了确保资金投入有效有用，节约司法成本。确保兴义市法院审判工作有序开展，保证无纸化办公办案系统和理念的顺利推广使用，确实提高审判业务效率。<br>根据《中华人民共和国政府采购法》第三十一条第（一）款和《中华人民共和国政府采购法实施条例》第二十七条的规定，特申请该项目采用单一来源方式进行采购。</span> </span></p> </div> <p style="margin: 17px 0px;
