（7）安全文明施工的管理工作 监理工作职责及主要方向 （1）监理工作的职责 监理对项目质量控制分三步进行：即施工准备阶段做到事前控制。施工阶段做到旁站监理和同步抽检，帮助实施单位按设计图纸、技术交底及技术规程施工，工序完工后，实施单位应在自检达到合格后将全部质量保证文件及工程质量的必要说明及隐蔽工程记录单，由监理工程师对照质量检查记录作观感签收。施工结束时进行量测鉴定并督促进行整改。 （2）监理工作的主要方向 ①投资控制 1）对投标文件之外的变更及新增项目，由采购人决定，监理对工程量进一步确认，以控制费用支出。 2）做好项目材料进场后的验收工作，严格按规范要求进行验收测量记录签证。 3）严格签证，检查督促实施单位执行合同情况。 ②质量控制 1）督促审核实施单位质量安全体系，要求上报实施组织管理网络，要求质检人员深入现场，把好每道工序关键部位，并做好自检。 2）督促实施单位做好岗位培训，要求配置一定比例的熟练工人。 3）督促实施单位遵循项目建设的原则：必须符合设计要求，严格遵照设计图纸实施；必须符合国家相关要求。 4）严格按设计图纸进行施工。如发现图纸与现场实际不符应及时告知甲方并协助办理变更手续。 5）进度控制：按竣工时间要求严控实施进度，确保按期完工。 （3）其他技术、服务要求
