style="text-indent:21pt;line-height:17pt;">（6）法律、行政法规规定的其他条件。</p><p style="text-indent:21pt;line-height:17pt;">2.落实政府采购政策需满足的资格要求：本项目为专门面向中小企业的项目（投标人应为中小微企业、监狱企业、残疾人福利性单位），所属行业划分为建筑业。</p><p style="text-indent:21pt;line-height:17pt;">3.本项目的特定资格要求：</p><p style="text-indent:21pt;line-height:17pt;">（1）投标人须具备建设行政主管部门核发的工程设计综合资质或市政行业道路工程专业设计甲级资质的法人或其他组织，并在人员、设备等方面具有相应的设计能力。</p><p style="text-indent:21pt;line-height:17pt;">（2）投标人拟派出的项目负责人须具备国家注册一级建筑师职业资格或市政公用工程相关专业高级工程师及以上职称。</p><p style="text-indent:21pt;line-height:17pt;">（3）单位负责人为同一人或者存在直接控股、管理关系的不同投标人，不得参加同一合同项下的政府采购活动。</p><p style="text-indent:21pt;line-height:17pt;">（4）投标人须提供投标截止时间前6个月中任意一个月的社保记录和投标截止时间前6个月中任意月份的纳税记录。</p><p style="text-indent:21pt;line-height:17pt;">（5）外省入吉企业应按照要求在《吉林省建筑市场监管公共服务平台》办理入吉企业信息登记后方可参加投标。</p><p style="text-indent:21pt;line-height:17pt;">（6）投标人须提供近三年度（***19年-***21年）经审计的财务审计报告或财务报表，成立不足三年的，须提供自成立之日起至今。</p><p style="text-indent:21pt;line-height:17pt;">（7）拒绝列入政府取消投标资格记录期间的企业或个人投标,在“信用中国”网站（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）对列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单的供应商及被工商行政管理机关在全国企业信用信息公示系统（www.gsxt.gov.cn）中列入严重违法失信企业名单的供应商拒绝其参与投标。</p><p
