style="text-indent:21.0pt;line-height:22.0pt;">3.3 在中华人民共和国境内注册，成立时间不少于1年，非外资独资、外资控股企业。</p><p style="margin-bottom:6.0pt;text-indent:21.0pt;line-height:22.0pt;">3.4投标人未在军队采购管理平台黑名单或招标人的不良记录名单中。招标人或招标代理机构同时参考“天眼查”、“企查查”等第三方平台查询投标人之间有无关联性。招标人通过“信用中国”或“国家企业信用信息公示系统”查询近3年内，投标人无因违法经营而受到刑事处罚、责令停产停业、吊销许可证或执照、较大数额罚款等行政处罚。</p><p
