级），引水隧洞为4 级建筑物，岸边引水式电站为小(2)型，电站厂房为5 级建筑物。设计洪水标准为20 年一遇洪水设计、50 年一遇洪水校核。主要建设内容由新建拦河坝、新建引水系统、新建电站厂房和升压站等建筑物及建设征地与移民安置（含专项工程）等组成。具体建设内容如下：</p><p align="justify" style="text-indent:21.0000pt;text-autospace:ideograph-numeric;text-align:justify;text-justify:inter-ideograph;">①新建拦河大坝。上桂峡坝址位于兴安县高尚镇上桂峡峡谷中下段，坝线在现大坝下游240m 处新建大坝方案，拆除现大坝，上桂峡水库扩容新建拦河大坝由碾压混凝土重力坝组成，扩容后正常蓄水位为346.00m，设计洪水位346.00m，校核洪水位347.19m，死水位为299.00m，总库容为7043 万m^{<span style="vertical-align:super;">3</span>}。</p><p align="justify" style="text-indent:21.0000pt;text-autospace:ideograph-numeric;text-align:justify;text-justify:inter-ideograph;">②新建引水系统。根据地形地质条件，引水隧洞进口段位于坝线上游左岸约130m。由进口段、闸门井段、闸后连接段、内径4m 洞身段、截水环、洞内埋管段、埋管及岔管等组成。</p><p align="justify" style="text-indent:21.0000pt;text-autospace:ideograph-numeric;text-align:justify;text-justify:inter-ideograph;">③新建电站厂房。灌溉发电厂房为引水式河岸厂房，布置在下坝轴线（推荐）下游约250m临近西干渠道及上坝公路进口的左岸一级阶地处，地势较平坦。由主厂房、副厂房、安装间等组成。补水发电厂房为引水式河岸厂房，布置在上桂峡峡谷出口渠道跌水电站下游旁的左岸一级阶地。由主厂房、副厂房、安装间等组成。</p><p align="justify" style="text-indent:21.0000pt;text-autospace:ideograph-numeric;text-align:justify;text-justify:inter-ideograph;">④新建升压站。升压变电站布置在副厂房35kV 开关室后侧，升压站尺寸（长×宽）为12.84m×9m。升压站地面高程为285.5m。</p><p align="justify" style="text-indent:21.0000pt;text-autospace:ideograph-numeric;text-align:justify;text-justify:inter-ideograph;">⑤新建左岸上坝公路。起点处高程为287.00m，向西南方向延伸，在桩号右0+770 处138°以转往东北方向，沿等高线山坡向东北方向蜿蜒前进，在桩号右1+370 处140°以转往东南方向，向东南方向延伸，终点接枢纽左坝头放水塔交通桥，终点路面高程347.00m，全长1.643km。</p><p align="justify" style="text-indent:21.0000pt;text-autospace:ideograph-numeric;text-align:justify;text-justify:inter-ideograph;">⑥新建右岸上坝公路。起点处路面高程为278.32m，向北东方向直线延伸，在桩号右0+358m 处56°以转往东南方向,在桩号右0+436 处63°以转往北东方向，在桩号右0+470处接原有机耕路上山，桩号右0+972 后新建上坝道路，在桩号右0+999 处70°以转往东南方向，沿等高线山坡向西南蜿蜒前进，终点接枢纽右坝顶，终点路面高程350.6m，全长2.34km。</p><p align="justify" style="text-indent:21.0000pt;text-autospace:ideograph-numeric;text-align:justify;text-justify:inter-ideograph;">⑦新建进灌溉厂房公路。进厂公路由厂房右侧沿河左岸引入，为C25 砼200 厚路面，宽5.5m，长190m，起点接左岸上坝公路大桥。</p><p align="justify" style="text-indent:21.0000pt;text-autospace:ideograph-numeric;text-align:justify;text-justify:inter-ideograph;">⑧新建进补水厂房公路。进厂公路由厂房左侧接左岸上坝公路大桥左岸直接引入，为C25砼200 厚路面，接新建上坝公路，宽6.0m，长约27m。</p><p style="vertical-align:super;">2</span>}，其中陆地面积1.49km^{<span style="vertical-align:super;">2</span>}、水域面积1.16km^{<span style="vertical-align:super;">2</span>}。水库淹没影响区涉及兴安县2 个乡镇3 个村委共23 个自然村，水库淹没影响总面积2.32km^{<span style="vertical-align:super;">2</span>}（陆地面积1.18km^{<span style="vertical-align:super;">2</span>}，水域面积1.14km^{<span style="vertical-align:super;">2</span>}）。枢纽工程建设区征地涉及兴安县高尚镇东河村委的上桂村、晒鱼岭村、车田村、老岩子山村和山湾村共5 个自然村，枢纽工程建设区征地总面积0.33km^{<span style="vertical-align:super;">2</span>}（陆地面积0.31km^{<span style="vertical-align:super;">2</span>}，水域面积0.02km^{<span style="vertical-align:super;">2</span>}）。</p><p align="justify" 户后靠），因地制宜结合搬迁居民意愿，规划以外迁安置为主，后靠安置为辅。其中外迁安置24 户91 人，后靠安置4 户17 人。外迁安置点位于高尚镇高田村委留田村，后靠安置点为凉树脚村就地上移后靠和上桂村就地上移后靠。</p><p align="justify" 万元。其中改扩建部分投资包括：工程部分投资56085.74 万元（工程部分投资包括建筑工程36059.42 万元，机电设备及安装工程2393.03 万元，金属结构设备及安装2718.02 万元，临时工程3189.43 万元，独立费用9055.09 万元，基本预备费2670.75 万元），建设征地移民补偿投资26915.89 万元，环境保护工程投资700.07 万元，水土保持工程投资2007.00 万元。存量部分投资是指存量部分资产市场价值，具体存量部分资产包括：房屋建筑物109.71 万元，构筑物4710.64 万元，机器设备126.76 万元，土地15068.96 万元。</p><p align="justify" style="text-indent:21pt;line-height:15pt;">（1）投标人须具有：①水利部颁发的水利工程施工监理乙级或以上资质、水土保持工程施工监理乙级或以上资质及水利工程建设环境保护监理资质，②交通运输部门颁发的公路工程专业丙级或以上监理资质；并在人员、试验检测仪器设备方面具有相应的施工监理和征地移民安置监督评估能力。</p><p style="text-indent:21pt;line-height:15pt;">（2）人员要求：拟投入本工程的监理人员必须是在本单位聘用的人员，并持有相应的执业资格证书或岗位证书。根据工程施工的不同阶段，所需专业监理人员的不同，为本工程服务的监理人员不少于8人，其专业应与本工程所需专业一致；对具体人员要求如下：</p><p style="text-indent:21pt;line-height:15pt;">①总监和其他监理人员在其它在建工程中任职的规定：总监理工程师不得在任何在建工程中担任任何监理职务。</p><p style="text-indent:21pt;line-height:15pt;">②总监理工程师条件：</p><p style="text-indent:21pt;line-height:15pt;">总监理工程师 1 人，必须持有中国水利工程协会颁发的全国水利工程建设监理工程师资格证书或中华人民共和国水利部颁发的中华人民共和国监理工程师注册证书，专业类别为水利工程（专业类别以监理工程师注册证书中“专业类别”为准），并具有高级以上（含高级）职称。</p><p style="text-indent:21pt;line-height:15pt;">③其他监理人员条件：</p><p style="text-indent:21pt;line-height:15pt;">除总监理工程师外，监理人员中至少有3人持有中国水利工程协会颁发的全国水利工程建设监理工程师资格证书或中华人民共和国水利部颁发的中华人民共和国监理工程师注册证书（专业为水利工程、水土保持工程、水利工程建设环境保护各至少一名）；至少有1人持有交通运输部颁发的公路工程监理工程师资格证书，专业类别为公路工程（专业类别以监理工程师注册证书中 （2）人员要求：拟投入本工程的监理人员必须是在本单位聘用的人员，并持有相应的执业资格证书或岗位证书。根据工程施工的不同阶段，所需专业监理人员的不同，为本工程服务的监理人员不少于8人，其专业应与本工程所需专业一致；对具体人员要求如下：①总监和其他监理人员在其它在建工程中任职的规定：总监理工程师不得在任何在建工程中担任任何监理职务。②总监理工程师条件：总监理工程师 1 人，必须持有中国水利工程协会颁发的全国水利工程建设监理工程师资格证书或中华人民共和国水利部颁发的中华人民共和国监理工程师注册证书，专业类别为水利工程（专业类别以监理工程师注册证书中“专业类别”为准），并具有高级以上（含高级）职称。③其他监理人员条件：除总监理工程师外，监理人员中至少有3人持有中国水利工程协会颁发的全国水利工程建设监理工程师资格证书或中华人民共和国水利部颁发的中华人民共和国监理工程师注册证书（专业为水利工程、水土保持工程、水利工程建设环境保护各至少一名）；至少有1人持有交通运输部颁发的公路工程监理工程师资格证书，专业类别为公路工程（专业类别以监理工程师注册证书中
