font-size: 16pt">1、投标项目经理应当与投标申请时一致（投标单位在资格审查送审文件递交截止之前，可进入系统对原申请时的项目经理进行更改，但更改后的项目经理必须与资格审查送审文件和投标文件中的项目经理一致。如不一致，其投标文件无效，评标委员会应当否决其投标或中标资格。 2、本工程不接受联合体投标； 3、外埠来赣投标单位还应根据《关于启用江西住建云平台省外建设工程企业进赣信息登记管理系统的通知》（赣建审批〔2020〕4号）规定，在“江西住建云平台”上登记企业及相关人员信息，须提供企业及相关人员登记有效的查询结果截图并加盖投标单位公章； 4、本项目执行《关于我省房屋建筑和市政工程招投标活动中使用电子证照（书）相关事项的通知》； 5、不见面开标特别说明事项：1)、本项目采用“不见面开标”系统开标，投标人无需到开标现场，投标人应在开标截止时间前一小时进入江西省公共资源交易网-不见面开标大厅进行线上签到（具体详见投标人操作手册）。否则无法进入后续的开标环节。如到开标现场进行投标文件解密，开标现场解密一体机与“不见面开标”系统不对接，无法进行解密，因此引起的一切问题由投标企业自行承担。2)、各投标企业的法定代表委托人必须符合招标文件要求，并且应当熟练的操作新点系统，因业务不熟悉而导致的一切后果由投标企业自行承担。授权委托人在项目开、评标期间必须保持在线状态，随时通过“不见面开标”系统接收评标委员会的询标等信息，并在“互动交流”中对询标内容进行回复（自询标内容发出起20分钟内完成回复），否则视为放弃解释说明的权利且完全认可专家的意见。投标人回复询标内容时需将询标内容和回复意见打印并加盖投标人单位公章后扫描上传至“互动交流”（回复样式以招标人发出的询标函格式为准）。3)、本项目采用“不见面开标”系统开标，投标企业不需要到场参加开标会，现场环节（包括但不限于现场签到、递交原件、现场解锁及招标文件中专用要约条款：1.5.3；通用要求条款：1.5.3；1.6.2；4.1.10；4.2.4；6.1；6.2；7.1.2；7.3。等）全部转为不见面开标系统线上操作。4)、招标文件专用要约条款第 1.5.3 修改为：本项目采用“不见面开标”系统开标，授权委托人不需要到开标现场参与本项目的开标活动，也无需递交资格审查材料原件，由投标企业自行将参与本项目资格审查的所需的资格审查材料原件（含委托书）的扫描件全部放入资格标电子投标文件中，扫描件未放入的，视为未提供。5)、投标文件解密时间：在招标人宣布开始解密后 20分钟内必须完成解密，未在规定时间内解密的，作废标处理；采用报价承诺法的，解密时间结束后备选投标人未解密的，作废标处理，补齐备选投标人，补入备选投标人必须在招标人宣布开始解密后 5分钟内解密完成,若在规定时间内投标企业未解密完成，解密无效，系统将其投标文件退回，视为废标。不再进行补抽备选投标人。6)、投标人对开标过程和评标结果有异议的，可将异议内容以书面形式提出并加盖单位公章后扫描上传至本项目不见面开标大厅‘开标异议文字提问’栏中。 7)、意外情况的处理：开标场所出现下列情形导致系统无法正常运行，或者无法保证交易过程的公平、公正和信息安全时，招标人、招标代理机构、交易中心免责：①所涉开标项目电子服务、交易系统服务器发生故障而无法访问网站或无法使用系统；②所涉开标项目电子服务、交易系统的软件或网络数据库出现错误，不能进行操作；③系统存在安全漏洞，有潜在的涉密危险；④运行服务器病毒发作导致系统无法正常运行的；⑤电力系统发生故障导致交易系统无法运行的；⑥其他不可抗力（地震、洪水等）原因导致开标活动无法正常进行的。出现上述所列情形，不能及时解决的，应由项目招标人、监管部门和交易中心及时进行协商。可以采取以下办法处理：（一）系统或网络故障在三小时内能排除的，项目不暂停开标，三小时内系统恢复运行后继续实施开标。（二）系统或网络故障在三个小时内未能排除的，项目暂停开标，并在宜春市公共资源交易网发布暂停通告，待系统恢复后另行通知开标。 8)、招标文件要求投标保证金采用银行汇票或银行保函的，投标人应在开标当日投标截止时间前将银行汇票或银行保函原件交给招标人或代理机构，复印件无效。9)、投标企业应仔细阅读“宜春不见面开标大厅-投标人操作手册”（见招标文件附件或在江西省公共资源交易网https://www.jxsggzy.cn/web/bzzx/006004/20210118/bda24147-f68d-4dad-aad2-1076ee778397.html或在宜春市住房和城乡建设局网http://zjj.yichun.gov.cn/网站自行下载），如有疑问请联系新点工作人员，联系电话：400-998-0000/18******929。 6、其他未尽事宜详见资格审查文件。</span> </td> </tr> <tr> <td align="center" colspan="6"> <span style="font-family: 黑体;
