font-size: 18px; font-family: 黑体, SimHei;">四、合格的投标人应具备的资格要求：</span></p><p style="text-indent:43px;line-height:150%"><span style="line-height: 150%; font-size: 18px; font-family: 黑体, SimHei;">投标人应符合《杭州市市级行政事业单位公款竞争性存放管理暂行办法》杭政办函〔2015〕117 号及《关于进一步规范市级行政事业单位公款竞争性存放管理的通知》（杭财预执〔2018〕27 号）规定，具备承担招标项目的能力，具体包括：</span></p><p style="text-indent:40px;line-height:150%"><span style="line-height: 150%; font-size: 18px; font-family: 黑体, SimHei;">(1)在杭州地区设有分支机构、人行杭州中心支行上年度综合评价 B 级及以上，对地方经济有特殊贡献的可适当放宽，但须报市政府批准。</span></p><p style="text-indent:40px;line-height:150%"><span style="line-height: 150%; font-size: 18px; font-family: 黑体, SimHei;">(2)依法开展经营活动，近 3 年内在经营活动中无重大违法违纪记录。</span></p><p style="text-indent:32px;line-height:150%"><span style="line-height: 150%; font-size: 18px; font-family: 黑体, SimHei;">（3）财务稳健，资金充足率、不良贷款率、拨备覆盖率、流动性覆盖率、流动性比例等指标达到监管标准。</span></p><p style="text-indent:32px;line-height:150%"><span style="line-height: 150%; font-size: 18px; font-family: 黑体, SimHei;">（4）内部管理机制健全，具有较强的风险控制能力，近 3年内未发生金融风险及重大违约事件。</span></p><p style="text-indent:32px;line-height:150%"><span style="line-height: 150%; font-size: 18px; font-family: 黑体, SimHei;">（5）投标人为支行需提供市分行或以上银行针对本项目唯一授权书。投标人为市分行及以上银行机构须提供针对本项目的指定服务机构授权书。投标银行指定服务机构应与最终公款存放网点一致，不得随意转移。</span></p><p style="text-indent:31px;line-height:150%"><span style="font-size: 18px;
