text-indent: 0pt; margin-left: 0pt; -ms-text-autospace: ideograph-numeric; mso-pagination: none; mso-line-height-rule: exactly; mso-char-indent-count: 0.0000; mso-para-margin-left: 0.0000gd;">二、申请人的资格要求： 1.满足《中华人民共和国政府采购法》第二十二条规定； 2.落实政府采购政策需满足的资格要求：详见招标文件。 3.本项目的特定资格要求： 3.1投标人须为在中华人民共和国境内注册的具有独立承担本项目需求及履约能力的单位，能在国内合法提供采购内容及其相应的服务，具有履行合同所必须的设备、人员及专业技术能力； 3.2投标人参加政府采购活动前3年内在经营活动中没有重大违法记录的书面声明； 3.3通过“信用中国”网站（www.creditchina.gov.cn）、“中国政府采购网”（www.ccgp.gov.cn）、“信用山东”（http://credit.shandong.gov.cn/），“全国法院失信被执行人名单信息公布与查询”平台（shixin.court.gov.cn）未被列入失信被执行人名单、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单； 3.4（1）首次投标的投标人需登录日照市公共资源交易网，点击网站左侧“投标人登录系统”，申请公共资源交易网账号，登录系统填写企业信息并上传有关材料的原件扫描件，提交后账号即启用（具体详见日照市公共资源交易网中的投标人、投标单位和代理机构入库通知），已入库认证通过的单位无需进行此操作； （2）凡有意参加本次政府采购的投标人须在中国山东政府采购网进行注册登记。投标人请访问中国山东政府采购网(http://www.ccgp-shandong.gov.cn)，在投标截止时间前注册。 注：单位负责人为同一人或者存在控股、管理关系的不同单位，或同一母公司的子公司，不得参加同一标段投标或者未划分标段的同一招标项目投标。 <p class="16" style="line-height: 22pt;
