0;">1、须为在中华人民共和国境内注册，能够独立承担民事责任的法人企业，提供合格有效的营业执照；2、须提供乙级及以上国家秘密载体印制资质3、须提供2020年度或2021年度财务审计报告（至少包括资产负债表和利润表、现金流量表及财务报表附注）或基本存款账户开户银行出具的资信证明及基本存款账户开户证明资料；4、未被列入“信用中国”网站(www.creditchina.gov.cn)失信被执行人、失信惩戒对象、重大税收违法案件当事人名单；5、法定代表人（单位负责人）参加投标的，提供本人身份证；法定代表人（单位负责人）授权他人参加投标的，提供法定代表人委托授权书并出示被授权代表的身份证；6、具有良好的商业信誉，财产无冻结、被接管和资不抵债现象；同一母公司下属子公司不能同时参与本项目；单位负责人为同一人或者存在控股、管理关系的不同单位，不得参与本项目；</p>
