font-family: 宋体, SimSun;">二、项目概况和招标范围</span></h2><p style="text-indent:28px;text-autospace:ideograph-numeric;line-height:125%"><span style="font-size: 14px; font-family: 宋体, SimSun;">1.规模：风险池采用“政府+担保机构+银行”三方合作模式，按照4：4：2的比例出资，单个风险池中上城区政府首期出资1000万元。具体详见“第二章招标需求”。</span></p><p style="text-indent:28px;text-autospace:ideograph-numeric;line-height:125%"><span style="font-size: 14px; font-family: 宋体, SimSun;">（002）担保服务。</span></p><h2><span style="font-size: 14px; font-family: 宋体, SimSun;">三、投标人资格条件要求</span></h2><p style="text-indent:28px;text-autospace:ideograph-numeric;line-height:125%"><span style="font-size: 14px; font-family: 宋体, SimSun;">（001银行服务）的投标人资格能力要求：</span></p><p style="text-indent:28px;text-autospace:ideograph-numeric;line-height:125%"><span style="font-size: 14px; font-family: 宋体, SimSun;">（1）投标人必须为在中华人民共和国境内依法设立的国有商业银行、股份制商业银行、邮政储蓄银行、城市商业银行、农村信用合作联社等银行业金融机构总行在杭州市区域内设置的分支机构，分支机构必须为一级支行且取得总机构（公司）或浙江省分行（或杭州分行）唯一授权；每家银行只能由一个一级支行参与投标；</span></p><p style="text-indent:28px;text-autospace:ideograph-numeric;line-height:125%"><span style="font-size: 14px; font-family: 宋体, SimSun;">（2）本项目不接受总机构（公司）或浙江省分行（或杭州分行）参与投标；</span></p><p style="text-indent:28px;text-autospace:ideograph-numeric;line-height:125%"><span style="font-size: 14px; font-family: 宋体, SimSun;">（3）依法开展经营活动，投标人近3年内在经营活动中无重大违法违规记录及重大违约事件；</span></p><p style="text-indent:28px;text-autospace:ideograph-numeric;line-height:125%"><span style="font-size: 14px; font-family: 宋体, SimSun;">（1）具有独立承担民事责任的能力；</span></p><p style="text-indent:28px;text-autospace:ideograph-numeric;line-height:125%"><span style="font-size: 14px; font-family: 宋体, SimSun;">（2）具有良好的商业信誉和健全的财务会计制度；</span></p><p style="text-indent:28px;text-autospace:ideograph-numeric;line-height:125%"><span style="font-size: 14px;
